3. In the case of confidential information communicated by the Commission pursuant to the Framework Agreement, the agreed arrangements within the meaning of point 3.2 of Annex 2 to the Framework Agreement (laid down by common accord and concerning addressees, consultation procedure, i.e. secure reading room and meetings in camera, or other matters) designed to preserve the confidentiality of the information shall be deposited together with the confidential information at the secretariat of the parliamentary body/office holder or at the CIS when the information is classified as ‘CONFIDENTIEL UE/EU CONFIDENTIAL’ or above.
3. This Directive should be without prejudice to the information and consultation procedures referred to in Directive 2002/14/EC of the European Parliament and of the Council of 11 March 2002 establishing a general framework for informing and consulting employees in the European Community and to the specific procedures referred to in Article 2 of Council Directive 98/59/EC of 20 July 1998 on the approximation of the laws of the Member States relating to collective redundancies and Article 7 of Council Directive 2001/23/EC of 12 March 2001 on the approximation of the laws of the Member States relating to the safeguarding of employees’ rights in the event of transfers of undertakings, businesses or parts of undertakings or businesses .

Without prejudice to Article 8, the members of the European Works Council shall inform the representatives of the employees of the establishments or of the undertakings of a Community-scale group of undertakings or, in the absence of representatives, the workforce as a whole, of the content and outcome of the information and consultation procedure carried out in accordance with this Directive.

Onverminderd artikel 8 informeren de leden van de Europese ondernemingsraad de werknemersvertegenwoordigers van de vestigingen of ondernemingen van een concern met een communautaire dimensie of, bij ontstentenis daarvan, alle werknemers over de inhoud en de resultaten van de informatie- en raadplegingsprocedure die overeenkomstig deze richtlijn heeft plaatsgevonden.

6. Unless a wider scope is provided for in the agreements referred to in Article 6, the powers and competence of European Works Councils and the scope of information and consultation procedures established to achieve the purpose specified in paragraph 1 shall, in the case of a Community-scale undertaking, cover all the establishments located within the Member States and, in the case of a Community-scale group of undertakings, all group undertakings located within the Member States.
6. Tenzij in de in artikel 6 bedoelde overeenkomsten in een ruimer toepassingsgebied is voorzien, strekken de rechten en bevoegdheden van de Europese ondernemingsraden en procedures voor de informatie en raadpleging van de werknemers die zijn ingesteld om de doelstelling van lid 1 te verwezenlijken zich bij een onderneming met een communautaire dimensie uit tot alle in de lidstaten gelegen vestigingen en bij een concern met een communautaire dimensie tot alle in de lidstaten gelegen ondernemingen van het concern.

1. The central management shall be responsible for creating the conditions and means necessary for the setting-up of a European Works Council or an information and consultation procedure, as provided for in Article 1(2), in a Community-scale undertaking and a Community-scale group of undertakings.
