Believes that fostering participation in EU cultural programmes can benefit material and non-material development in ENP countries, and stresses, therefore, the importance of programmes such as Media Mundus and of projects run under the auspices of the Union for the Mediterranean and of the Eastern Partnership Culture Programme; points out, furthermore, that cultural programmes and programmes to promote mobility should also focus on the mobility of artists and those pursuing artistic studies; advocates the establishment of a cultural visa for artists and other culture professionals from ENP countries; calls also on the Commission to propose a short-stay visa initiative with the aim of eliminating obstacles to mobility in the cultural sector;

3 Supports the setting-up of a new preparatory action in the field of sport with an annual budget of EUR 5 million under Heading 3b - given that Article 149 of the Treaty establishing the European Community, as amended by the Treaty of Lisbon on the functioning of the European Union, adds a new EU competence in the area of sport, including incentive measures - to be followed by an EU funding programme on sport; requests the continuation and full development of the pilot projects proposed by its Committee on Culture and Education, especially the project on artist mobility proposed last year and, within the preparatory action in the field of sport, the funding proposal for the Special Olympics' Unified Sports Programme consistently supported by that Committee; supports the continuation, under Heading 4, of the preparatory action of MEDIA INTERNATIONAL that enlarges the scope of the EU's media policy internationally in a positive way;

On the undoubtedly legitimate grounds of the technology revolution, which is profoundly changing the way in which we access artistic creations and cultural assets, the Commission has been proposing for some months to reduce the pay of authors, composers, performers and all rightholders in general.
Om de weliswaar geldige reden dat de technologische revolutie de toegang tot kunst- en cultuurgoederen ingrijpend heeft gewijzigd, stelt de Commissie ons sinds enkele maanden voor om de vergoeding voor auteurs, muziekschrijvers, vertolkers, en van alle rechthebbenden in het algemeen te verlagen.

The LIFE Committee, which is composed of Member States' representatives and observers from the candidate countries, unanimously gave a favourable opinion on the list of 104 selected projects proposed by the Commission.

–improved access to music for a wider public, with particular attention being given to musical education from a very young age, by supporting innovative and exemplary projects highlighting the essential, integrating role of music in society; –disseminating and composing music, promoting exchanges, especially of young creative and performing artists, and supporting the circulation of repertoires, performers and musical productions (live performances); –enhanced skills for artists and other music professionals, especially in the framework of the new possibilities afforded to musical creation by the new information technologies, and vocational guidance in the music sector; –the possibility, within the existing structures and within the limits of available financial resources, of improving the mutual information of the Member States on musical knowledge through, for example, a strengthening of existing networks, or by creating a monitoring centre or a European information and documentation centre".
