This Regulation lays down obligations only of a financial and technical nature, such as rules on programming, management and control, financial management, clearance of accounts, closure of programmes and reporting and evaluation and delivery mechanisms, while the definition of policy objectives, eligible actions, the allocation of resources and the scope of the intervention for each specific policy area are dealt with in the three Specific Regulations.

(b) in relation to the use of financial resources assigned to the Court of Auditors and the adequacy of control procedures in place during the financial year 2009, that "nothing has come to our attention that causes us to believe that in all material respects and based on criteria described above: (a) the resources assigned to the Court have not been used for their intended purposes; (b) the control procedures in place do not provide the necessary guarantees to ensure the compliance of financial operations with the applicable rules and regulations";
(b) met betrekking tot het gebruik van de aan de Rekenkamer toegekende financiële middelen en de doelmatigheid van de gevolgde controleprocedures tijdens het begrotingsjaar 2009, dat "niets onder onze aandacht is gekomen wat ons doet aannemen dat in alle materiële opzichten en op basis van de hierboven omschreven criteria: a) de aan de Rekenkamer toegewezen middelen niet voor de gestelde doelen zijn gebruikt

For the purposes of protecting the Community financial interest and securing the overriding interest in the conservation of fisheries resources, the financial assistance in the framework of Council Regulation (EC) No 1198/2006 of 27 July 2006 on the European Fisheries Fund and Council Regulation (EC) No 861/2006 of 22 May 2006 establishing Community financial measures for the implementation of the common fisheries policy and in the area of the Law of Sea should be made conditional upon compliance by Member States with their obligations in the fields of fisheries control and thus suspension and cancellation of such financial assistance should be foreseen in cases of an inadequate implementation of the rules of common fisheries policy by Member States which affects the effectiveness of the measures being financed.
Met het oog op de bescherming van de financiële belangen van de Gemeenschap en om het bijzondere belang in het behoud van visserijhulpbronnen te verzekeren, moet de financiële steun die wordt verleend krachtens Verordening (EG) nr. 1198/2006 van de Raad van 27 juli 2006 inzake het Europees Visserijfonds en Verordening (EG) nr. 861/2006 van de Raad van 22 mei 2006 houdende communautaire financieringsmaatregelen voor de tenuitvoerlegging van het gemeenschappelijk visserijbeleid en op het gebied van het zeerecht afhankelijk gemaakt worden van het naleven door de lidstaten van hun verplichtingen op het gebied van visserijcontrole. Als de lidstaten de regels van het gemeenschappelijk visserijbeleid niet op toereikende wijze ten uitvoer leggen en dit afbreuk doet aan de doeltreffendheid van de financieel ondersteunde maatregelen, moeten schorsing en verval van deze financiële steun mogelijk zijn.

Member States shall ensure that adequate financial resources are available to provide the necessary staff and other resources for official controls by whatever means considered appropriate, including through general taxation or by establishing fees or charges.
De lidstaten zorgen, op een wijze die zij passend achten, inclusief door algemene belastingen of door het vaststellen van vergoedingen of heffingen, voor voldoende financiële middelen voor het nodige personeel en andere middelen voor officiële controles.
