Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. This state may be followed either by further withdrawal from the surrounding situation (to the extent of a dissociative stupor - F44.2), or by agitation and over-activity (flight reaction or fugue). Autonomic signs of panic anxiety (tachycardia, sweating, flushing) are commonly present. The symptoms usually appear within minutes of the impact of the stressful stimulus or event, and disappear within two to three days (often within hours). Partial or complete amnesia (F44.0) for the episode may be present. Omschrijving: Een voorbijgaande stoornis die zich ontwikkelt bij iemand zonder enige andere duidelijke psychische stoornis in antwoord op buitengewone fysieke- en mentale stress en die doorgaans in uren tot dagen verdwijnt. Individuele kwetsbaarheid en weerstand spelen een rol bij het voorkomen en de ernst van acute stressreacties. 225. Considers that situations of crisis and fragility require the development of policies which call for new approaches, new methods and expertise, particularly concerning activities such as (i) identifying risks at different operational levels, (ii) making scenario and projections of likely consequences and (iii) designing instruments to avoid, reduce and prepare for risks and potential disaster; calls for a flexible approach in order to allow the Commission to adapt its measures and instruments for assistance adequately and rapidly to a crisis and post-crisis situation; notes in this context that in the meantime the Commission has set up a system to mobilise experts in various fields of competence in order to allow at short notice the deployment of additional staff to Union delegations or headquarter services in the case of staff shortage;

I think it is absolutely essential for European citizens to be able to get information in any crisis situation, whether it be a general crisis or a crisis for themselves, and there needs to be an awful lot more clarity in the situation.

In the case of crisis or emerging crisis situations, including situations which could evolve into armed conflict, the Instrument for Stability contributes to protecting democracy, law and order, the safety of individuals, human rights and fundamental freedoms.

1. The Rapid Reaction Mechanism may be triggered when in the beneficiary countries concerned there occur situations of crisis or emerging crisis, situations posing a threat to law and order, the security and safety of individuals, situations threatening to escalate into armed conflict or to destabilise the country and where such situations are likely to jeopardise the beneficial effects of assistance and cooperation policies and programmes, their effectiveness and/or conditions for their proper implementation.
