71. Calls on the Commission and the Member States to explore the possibilities of further increasing customs cooperation, including with the other relevant authorities, as well as the harmonisation of customs rules, in order to improve the functioning of the Customs Union; calls on the Commission to consider this issue in the follow-up to the Customs 2013 programme;

It is beyond dispute that disadvantaged regions deserve different conditions when it comes to cofinancing, the rules for public assistance and the regulation of the internal market through the application of customs rules. The European framework should also take account of this, making it possible to retain the specific nature of these regions while mitigating their limiting circumstances.
Vanzelfsprekend dienen achtergestelde regio’s ten aanzien van het niveau van medefinanciering, de regelgeving ten aanzien van openbare hulp alsook de regulering van de interne markt middels andere voorschriften gunstiger voorwaarden te genieten en dient dat ook als zodanig in het Europees kader te worden opgenomen. Met dit kader dient het mogelijk te zijn de specificiteit van deze regio’s te behouden en de in hun nadeel werkende factoren af te zwakken.

Criticises the reluctance of the Commission and the Member States to envisage, at this stage, new structures to ensure that Community customs legislation is applied in a uniform manner; calls on the Commission and the Member States to consider seriously the possibility of establishing a unified EU customs service, with a view to moving towards a Community administration in charge of the customs union, to enable customs rules and procedures to be implemented more effectively throughout the European Union's customs territory;

Where goods leaving the customs territory of the Community are assigned to a customs approved treatment or use for the purpose of which a customs declaration is required under the customs rules, this customs declaration shall be lodged at the customs office of export before the goods are to be brought out of the customs territory of the Community.

Based on the results of the consultations, examine whether amendments to the Customs rules may be undertaken or whether some issues could be addressed under the initiatives to approximate national applications of Community Customs rules and improve co-operation between national Customs services (cf. Action Sheet No. 8, measure 1).
