This Regulation shall also apply to foodstuffs or feedingstuffs imported from third countries, those in customs transit and those intended for export .
Deze verordening is ook van toepassing op uit derde landen ingevoerde levensmiddelen en diervoeders, op deze in transitvervoer, of op deze bestemd voor de uitvoer .

On the movement of goods, the Commission's assessment is that the customs transit regime which will apply after enlargement, ensuring the free movement of goods between Russia and Kaliningrad across the Community without customs duties or any other transit duties other than charges for transport and administration (as set out in the Partnership and Cooperation Agreement) is apt and that, in terms of formalities, existing Conventions/procedures offer appropriate flexibility.
30. Ten aanzien van het goederenverkeer is het oordeel van de Commissie dat de regeling voor douanevervoer die na de uitbreiding van toepassing zal zijn, en die het vrije verkeer van goederen tussen Rusland en Kaliningrad over EU-grondgebied zonder douanerechten of andere doorvoerheffingen dan kosten voor vervoer en administratie (zoals in de partnerschaps- en samenwerkingsovereenkomst vastgesteld) mogelijk maakt, toereikend is en dat wat de formaliteiten betreft voldoende flexibiliteit wordt geboden door de bestaande verdragen en procedures.

(6) It is desirable to ensure that licensed railway undertakings that operate international goods transport respect the relevant customs and tax provisions applicable, in particular regarding customs transit.
