The President of the European Parliament has decided to open the procedure for filling the post of director (AD, grade 14) in the Directorate-General for Logistics and Interpretation for Conferences — Directorate for the Organisation of Conferences, in accordance with Article 29(2) of the Staff Regulations of Officials of the European Union (hereinafter referred to as ‘the Staff Regulations’).

Application for the annulment of Decision No 103299 of 27 April 2015 of the Directorate General for Infrastructures and Logistics of the European Parliament rejecting the applicants’ bid for lot 75 ‘electricity — power’ in respect of the public procurement procedure INLO-D-UPIL-T-14-A04 concerning the project to extend and modernise the Konrad Adenauer Building in Luxembourg (Luxembourg) and awarding the contract to another tenderer.
Verzoek tot nietigverklaring van besluit nr. 103299 van 27 april 2015 van het directoraat-generaal Infrastructuur en Logistiek van het Europees Parlement, waarbij de offerte van verzoeksters voor perceel 75, „Elektriciteit — Sterkstroom”, in het kader van aanbesteding INLO-D-UPIL-T-14-AO4 betreffende het project voor de uitbreiding en modernisering van het gebouw Konrad Adenauer te Luxemburg terzijde is gelegd, en waarbij de opdracht aan een andere inschrijver is gegund

under Article 270 TFEU, applicable to the EAEC Treaty pursuant to Article 106a thereof, in which BN seeks, first, annulment of the decision of the European Parliament of 20 March 2012 terminating his duties as advisor to the Director of the Resources Directorate of the Directorate-General (DG) for Personnel, and reassigning him, from 15 March 2012, to a post as advisor in the ‘Eco-Management and Audit Scheme’ Service of the General Coordination Unit of the Resources Directorate of the DG for Infrastructure and Logistics (‘the EMAS Service’), and of the decision of 21 September 2012 rejecting his complaint against the decision of 20 March 2012, and, secondly, compensation for the harm suffered as a result of harassment and maladministration by his superiors, assessed on an equitable basis at EUR 400 000.
Betreft: Beroep, ingesteld krachtens artikel 270 VWEU, van toepassing op het EGA-Verdrag op grond van artikel 106 bis ervan, waarmee BN verzoekt, ten eerste, om nietigverklaring van het besluit van het Europees Parlement van 20 maart 2012, waarbij haar functie van adviseur van de directeur van het directoraat Middelen van het directoraat-generaal (DG) Personeel is beëindigd en waarbij zij met ingang van 15 maart 2012 is herplaatst naar een post van adviseur bij de dienst Milieubeheer- en Milieuauditsysteem van de eenheid Algemene Coördinatie van het directoraat Middelen van het Bureau voor infrastructuur en logistiek (hierna: „dienst EMAS”), alsmede van het besluit van 21 september 2012 tot afwijzing van de tegen het besluit van 20 maart 2012 ingediende klacht en, ten tweede, om vergoeding van de schade, geleden door de handelingen van psychisch geweld en onbehoorlijk bestuur van de kant van haar hiërarchieke meerdere, welke schade ex aequo et bono wordt geraamd op het bedrag van 400 000 EUR.

8. Notes with satisfaction the improvements in the management of Parliament's services; welcomes, in particular, the Bureau decisions of 1 April 2009 on the restructuring, from 1 January 2010, of the Directorate-General for Personnel and on the restructuring and reinforcing of the Directorate-General for Infrastructure and Logistics in order to enable it to start work immediately on improving the maintenance of Parliament's premises;
8. stelt met voldoening vast dat verbeteringen zijn aangebracht in het beheer van de diensten van het Parlement; verwelkomt in het bijzonder de besluiten van het Bureau van 1 april 2009 over de herstructurering vanaf 1 januari 2010 van Directoraat-generaal personeelszaken en over de herstructurering en versterking van Directoraat-generaal infrastructuur en logistiek, zodat dit onmiddellijk een begin kan maken met de verbetering van het onderhoud van de gebouwen van het Parlement;

7.
