Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). In the field of drug supply reduction, the objective of the EU Drugs Strategy 2013-20 is to contribute to a measurable reduction of the availability of illicit drugs, through the disruption of illicit drug trafficking, the dismantling of organised crime groups that are involved in drug production and trafficking, efficient use of the criminal justice system, effective intelligence-led law enforcement and increased intelligence sharing.

Pre-existing legislation in most Member States complies with Article 2(1)(d), either in that it treats precursor trafficking and drug trafficking in the same way by penalising the same activities (BE, BG, CZ, DE, SI, SK), or in that it recognises certain offences specifically involving trafficking in precursors, which is broader in scope without being directly comparable to drug trafficking (AT, EE, FI, HU, IE, LT, LU, LV, NL, PL, PT).

Croatia is situated on one of the main trafficking routes for drugs into the EU. Its participation in the work programme of the European Monitoring Centre for Drugs and Drug Addiction will provide the European Union with factual information on drug trafficking and use in Croatia, and will enable Croatia to understand the scale of its drug-related problems and adopt best practice to deal with them.
Kroatië ligt op een van de belangrijkste doorvoerroutes voor drugs die bestemd zijn voor de EU. – (LT) I voted in favour of this report because I agree that Croatia’s participation in the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) is vital for combating illicit drug use and trafficking, both within Croatia itself, and throughout the EU. As a coastal state on the EU’s external borders, Croatia is used as a transit country in international drugs trafficking, and it is therefore especially important for the EU to provide this country’s national institutions with all the assistance necessary for combating a phenomenon that poses a particular threat to health and social stability.
− (LT) Ik heb vóór dit verslag gestemd, want ik ben het ermee eens dat de deelneming van Kroatië aan het Europees Waarnemingscentrum voor drugs en drugsverslaving erg belangrijk is voor een effectievere strijd tegen illegaal drugsgebruik en -handel zowel in Kroatië zelf als in de hele EU. It appears that the wording of Article 31(e) does not make a distinction between ‘the constituent elements of criminal acts’ and ‘penalties in the fields of organised crime, terrorism and illicit drug trafficking’. It therefore follows that the proposal for a framework decision must relate to combating organised crime, terrorism or illicit drug trafficking.

All of this is interconnected.
