The campaign is being implemented mainly through capacity building workshops, organised by three partners including the EIB's European Public-Private Partnership Expertise Centre (EPEC) targeting central governments, the ManagEnergy initiative targeting regional actors, and the Covenant of Mayors initiative targeting local actors.

In order to ensure sectoral diversification of beneficiaries of financial instruments as well as to encourage gradual geographical diversification across the Member States, and with particular regard to those Member States which are eligible for support from the Cohesion Fund, the Commission in partnership with the European Investment Bank, through joint initiatives such as the European PPP Expertise Centre (EPEC) and the Joint Assistance to Support Projects in European Regions (Jaspers), should provide support to the Member States in developing an appropriate pipeline of projects that could be considered for project financing.

To support such PPPs, the EU and the EIB will make proposals by spring 2011 on ways to mobilise the know-how of the European PPP Expertise Centre (EPEC), an EIB TA/advisory instrument co-financed by the EIB and the EU Budget, as well as to channel existing and future technical assistance funds of the Member States and the EU Budget, to project preparation.

The EIB is establishing a European PP Expertise Centre (EPEC) jointly with the Commission and other interested parties.
De EIB is momenteel bezig samen met de Commissie en andere belanghebbende partijen een "European PP Expertise Centre" (EPEC – Europees expertisecentrum op het gebied van PPP's) op te richten.

The idea is to establish EPEC as a pan-European public sector source of information, as a means of exchange of PPP best practice and of developing public sector capacity to implement PPP projects.
De bedoeling is om van dat expertisecentrum een Europese informatiebron te maken voor de publieke sector, om de beste praktijken op het gebied van PPP's uit te wisselen en om de capaciteit van de publieke sector om projecten in het kader van PPP's ten uitvoer te leggen, verder tot ontwikkeling te brengen.
