The Thessaloniki Action Plan against the proliferation of weapons of mass destruction foresees a number of actions to increase the efficiency of Europe's dual-use export control regime.

On 8 December 2008, the Council adopted its conclusions and a document entitled ‘New lines for action by the European Union in combating the proliferation of weapons of mass destruction and their delivery systems’ (hereinafter referred to as the ‘New Lines for Action’) which states that proliferation of WMD continues to constitute one of the greatest security challenges and that non-proliferation policy constitutes an essential part of the Common Foreign and Security Policy (CFSP).

The report on the implementation of the European Security Strategy approved in December 2008[12], together with the New Lines for Action in combating the proliferation of weapons of mass destruction endorsed by the Council (GAERC) on 8–9 December 2008[13], confirmed that WMD threats have further increased and remain a high concern on the EU political agenda.

Calls for the mainstreaming of the measures provided for in the CBRN Action Plan in all the EU’s external relations instruments for economic cooperation and political dialogue with third countries (including in the EU’s non-proliferation clauses); urges the Commission and Council, in their political and economic dialogue with third countries, to use all available means (including Common Foreign and Security Policy and external relations instruments) to promote standards for the detection and prevention, including information sharing, and response to CBRN incidents in third countries, as outlined in the Action Plan;

In the New Lines for Action, the Council underlines that action of the Union to prevent proliferation could benefit from the support provided by a non-governmental non-proliferation network, bringing together foreign policy institutions and research centres specialising in the Union’s strategic areas while building on useful networks which already exist.
In de nieuwe actielijnen onderstreept de Raad dat het EU-optreden ter voorkoming van proliferatie baat kan hebben bij de ondersteuning van een niet-gouvernementeel netwerk inzake non-proliferatie, waarin instellingen voor buitenlands beleid en onderzoekscentra die gespecialiseerd zijn in de strategische domeinen van de Unie, worden samengebracht en dat verankerd is in reeds bestaande nuttige netwerken.

According to this document, the action of the Union to counter proliferation could benefit from the support provided by a non-governmental non-proliferation network, bringing together foreign policy institutions and research centres specialising in the Union’s strategic areas while building on useful networks which already exist.
Volgens dat document kan het EU-optreden ter voorkoming van proliferatie baat hebben bij de ondersteuning van een niet-gouvernementeel netwerk inzake non-proliferatie, waarin instellingen voor buitenlands beleid en onderzoekscentra die gespecialiseerd zijn in de strategische domeinen van de Europese Unie, worden samengebracht en dat verankerd is in reeds bestaande nuttige netwerken.

There are also linkages between the policies developed for internal security within the European Union and their international dimensions. For example, the EU CBRN Action Plan has interrelations with the world-wide efforts to combat the proliferation of Weapons of Mass Destruction. There are also very close links between the Action Plan and the Global Initiative to Combat Nuclear Terrorism. Moreover, the functioning of the EU's export control regime for dual-use items significantly contributes to limiting the access of state and non-state actors to materials which could be used to make chemical, biological or nuclear weapons.
Verder zijn er raakpunten tussen het beleid dat is ontwikkeld voor binnenlandse veiligheid binnen de Europese Unie en de internationale dimensies. Zo zijn er dwarsverbanden tussen het CBRN-actieplan van de EU en de wereldwijde inspanningen om de verspreiding van massavernietigingswapens tegen te gaan.
