It will also support the emergence of European industrial space hubs and clusters in European regions.

Europe needs a sustained European programme to study the Earth from space, with an adequate level of funding and long-term stability, enabling the proper exploitation of space data by the science community.

Stresses the importance of access to space for all Member States and of commercial sales for the European space industry; observes at the same time that access to institutional markets in third countries remains partially closed to the European industry; stresses the importance of equal initial conditions for the European industry at international level; calls on the Commission, therefore, to promote reciprocity and to ensure equal opportunities and fair competitive conditions in the context of trade agreements (e.g. TTIP);

Considers that the European Union is responsible for coordinating and consolidating national space policies and programmes with a view to establishing a coherent European approach in cooperation with all relevant stakeholders; stresses that such an approach should aim at supporting a solid, competitive and independent European industrial base and consolidate an industrial policy which is capable of conceiving, developing, launching, operating and exploiting space systems in the medium and long term, including financial and legislative mechanisms;
5. is van mening dat de Europese Unie verantwoordelijk is voor de coördinatie en de consolidatie van nationaal ruimtevaartbeleid en nationale ruimtevaartprogramma's met het oog op de ontwikkeling van een samenhangende Europese aanpak in samenwerking met alle relevante belanghebbenden; wijst erop dat deze benadering gericht moet zijn op ondersteuning van een stevige, mededingingskrachtige en onafhankelijke Europese industriële grondslag en op consolidatie van een industriebeleid dat in staat is op middellange en lange termijn ruimtevaartsystemen te ontwerpen, ontwikkelen, op gang brengen, in bedrijf houden en uitbaten, met inbegrip van financiële en wetgevende mechanismen;

Given the fact that the European space market is growing at 7% per annum, could the Commission assure the EP of the policy initiatives that it will undertake to enhance the contribution of space to the Lisbon Strategy, namely, to RD and competitiveness of the European industry, based on Europe's technology-based aerospace industry that supplies a significant part of the world’s commercial requirements for satellite manufacture, launch and services?

Kan de Commissie, gezien het feit dat de Europese markt voor ruimtevaart jaarlijks met 7% groeit, het Parlement op de hoogte stellen van beleidsinitiatieven die door haar zullen worden ontplooid om de bijdrage van de ruimtevaart aan de Strategie van Lissabon , en met name aan OO en het concurrentievermogen van de Europese industrie, te versterken op basis van de technologisch hoogwaardige Europese ruimtevaartindustrie die voor een belangrijk deel voorziet in de wereldwijde commerciële vraag naar de bouw en lancering van satellieten alsmede in de dienstverlening op dit gebied?
