The Directive implements the Framework agreement on prevention of sharp injuries which was concluded by the European Hospital and Healthcare Employers' Association (HOSPEEM) and the European Public Services Union (EPSU).

The Directive implements the Framework agreement on prevention of sharp injuries which was concluded by the European Hospital and Healthcare Employers' Association (HOSPEEM) and the European Public Services Union (EPSU).
De richtlijn geeft uitvoering aan de kaderovereenkomst inzake de preventie van scherpe letsels die werd gesloten door de European Hospital and Healthcare Employers’ Association (HOSPEEM) en de European Federation of Public Services Unions (EPSU).

Since the objective of this Directive, namely to determine the conditions of entry and residence of third-country nationals for the purposes of research, studies, training and European Voluntary Service, as mandatory provisions, and pupil exchange, voluntary service other than the European Voluntary Service or au pairing, as optional provisions, cannot be sufficiently achieved by the Member States and can rather, by reason of its scale or effects, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 TEU.
Daar de doelstelling van deze richtlijn, namelijk het bepalen van de voorwaarden voor toegang en verblijf van derdelanders met het oog op onderzoek, studie, stages en Europees vrijwilligerswerk, als verplichte bepalingen, en scholierenuitwisseling, ander vrijwilligerswerk dan het Europees vrijwilligerswerk of au-pairactiviteiten, als facultatieve bepalingen, niet voldoende door de lidstaten kunnen worden verwezenlijkt maar vanwege de omvang en de gevolgen ervan beter door de Unie kunnen worden verwezenlijkt, kan de Unie overeenkomstig het in artikel 5 VEU neergelegde subsidiariteitsbeginsel maatregelen nemen.

In order to ensure access to the European Voluntary Service in a consistent manner across the Union, Member States should apply the provisions of this Directive to third-country nationals applying for the purpose of European Voluntary Service.

The European standardisation organisations, the European Telecommunications Standards Institute (ETSI) and the European Committee for Standardisation (CEN), have developed common standards for the deployment of a pan-European eCall service, which should apply for the purposes of this Regulation, as this will facilitate the technological evolution of the eCall in-vehicle service, ensure the interoperability and continuity of the service throughout the Union, and reduce the costs of implementation for the Union as a whole.
De Europese normaliseringsorganisaties, het Europees Normalisatie-instituut voor Telecommunicatie (European Telecommunications Standards Institute — ETSI) en het Europees Comité voor Normalisatie (CEN), hebben gemeenschappelijke normen opgesteld voor de uitrol van een pan-Europese eCall-dienst. Bij de toepassing van de onderhavige verordening dienen deze normen te worden gevolgd omdat dit de technologische evolutie van de eCall-boorddienst zal vergemakkelijken, de interoperabiliteit en continuïteit van de dienst in de hele Unie zal garanderen en de tenuitvoerleggingskosten voor de hele Unie zal drukken.
