The lending operations covered by the Fund relate to three different instruments which benefit from a guarantee from the European Union budget: guarantees to the European Investment Bank (EIB) for the loans or loan guarantees to operations in third countries, Euratom lending to third countries and EU Macro-Financial Assistance (MFA) loans to third countries.

The European Union provides a budgetary guarantee to the European Investment Bank (EIB) covering risks of a sovereign and political nature in connection with its loan and loan guarantee operations carried out outside the EU in support of EU external policy objectives. Suggests that, given the quality of the EIB’s human resources, its detachment and its experience of financing major infrastructure, the Commission should give it the task of carrying out a strategic reflection on the funding of infrastructure, taking into account the need for balanced regional development and excluding no possible scenarios: subsidies, payment of sums subscribed by the Member States to the EIB’s capital, loans (including EIB loans, for example those financed by special loans from the Member States), innovative instruments such as the RSFF and the LGTT, financial engineering appropriate to long-term projects that are not immediately profitable, development of guarantee systems, creation of an investment section within the European Union budget, financial consortia between European, national and local authorities, public-private partnerships etc.;
23. pleit ervoor dat de Commissie de EIB, gezien de kwaliteit van haar personele middelen, haar onpartijdige karakter en haar ervaring met de financiering van grote infrastructuurprojecten, opdraagt strategisch overleg te voeren over de financiering van infrastructuurvoorzieningen, waarbij rekening dient te worden gehouden met de noodzaak tot evenwichtige regionale ontwikkeling en waarbij geen enkel mogelijk scenario mag worden uitgesloten, namelijk subsidieverlening, storting van de bedragen waarvoor de lidstaten op het door de EIB geplaatste kapitaal hebben ingeschreven, leningen (waaronder EIB-leningen, die bijvoorbeeld zijn gefinancierd met behulp van speciale leningen van de lidstaten), innovatieve instrumenten zoals de RSFF en het LGTT, financiële instrumentering die is toegesneden op langetermijnprojecten welke niet direct renderen, ontwikkeling van garantiesystemen, inrichting van een investeringscomponent binnen de begroting van de Europese Unie, instelling van financiële consortia tussen Europese, nationale en lokale instanties, publiek-private partnerschappen, enz.);

9. Calls for greater consistency in the EIB's external mandate both with regard to the sufficiency of funds for the whole period of the new mandate and their distribution by geographical area; points out that the loans granted to Latin America are insufficient, representing only 2,5 % of those devoted to projects outside the European Union; welcomes the new initiative combining EIB loans with EU grant aid for regional infrastructure projects in Africa as well as other initiatives that support an African development agenda that must be developed on the basis of sustainability criteria, in environmental, social and economic terms; urges the EIB, in conjunction with global loans for Mediterranean partner countries, to implement technical assistance in order to help develop and reform the local financial sector;

The Community exposure to the loan guarantee instrument, including management fees and other eligible costs, shall be limited to the amount of the Community contribution to the loan guarantee instrument and there shall be no further liability on the general budget of the European Union.
