TRADUCTIONS EN CONTEXTE

The resilience and stability of network and information systems is therefore essential to the smooth functioning of the internal market and is vital to the internal as well as external security of the EU. The need to improve network and information security should be, therefore, duly highlighted in the Union's Internal Security Strategy and the European Security Strategy, particularly in view of the future revision of those documents.
De veerkracht en stabiliteit van netwerk- en informatiesystemen is daarom essentieel voor de soepele werking van de eengemaakte markt en van primair belang voor zowel de interne als externe veiligheid van de EU. In de interneveiligheidsstrategie van de Unie en de Europese veiligheidsstrategie moet de noodzaak om netwerk- en informatiebeveiliging te verbeteren derhalve terdege worden benadrukt, met name met het oog op de toekomstige herziening van deze documenten.

In June 2010, the Commission requested the then Committee of European Securities Regulators (CESR), replaced by the European Securities and Markets Authority (ESMA) by Regulation (EU) No 1095/2010 of the European Parliament and of the Council of 24 November 2010 establishing a European Supervisory Authority (European Securities and Markets Authority), amending Decision No 716/2009/EC and repealing Commission Decision 2009/77/EC (4), to provide a technical assessment and an update on developments towards IFRS in China, Canada, South Korea and India.

With this report, we wanted to stress the following points. Firstly, we wanted to point out that, above all, the European Security and Defence Strategy and the Common Security and Defence Policy are there to serve the people of Europe, to guarantee and improve their security. This political ambition is not superfluous; it is not for appearances’ sake.

The Report on the Implementation of the European Security Strategy approved by the European Council in December 2008 highlights the growing reliance on imported energy as a significant additional risk for the Union’s security of energy supply and stresses energy security as one of the new challenges for security policy.
In het Verslag over de toepassing van de Europese veiligheidsstrategie, zoals goedgekeurd door de Europese Raad te Brussel in december 2008 wordt gewezen op de toenemende afhankelijkheid van de Unie van ingevoerde energie, wordt dit aspect als een aanzienlijk nieuw risico voor de continuïteit van de energievoorziening binnen de Unie omschreven en wordt de leveringszekerheid één van de nieuwe uitdagingen genoemd.

Invites the High Representative to assess in a White Paper the progress made, and any shortcomings, in the implementation of the ESS since 2003, including lessons learned from ESDP operations; the link between external and internal aspects of security (fight against terrorism); the protection of borders and critical infrastructure including protection against cyber-attacks; the security of energy supply as a challenge for civilian, economic, technical and diplomatic efforts; unresolved regional disputes in the EU's neighbourhood, i.e. Transnistria, Abkhazia, South Ossetia and Nagorno-Karabakh; humanitarian and security challenges on the African continent; and the consequences of climate change and natural disasters for civil protection and human security, as well as proliferation of weapons of mass destruction; invites him further to evaluate whether those threats, risks and challenges are directly relevant to a broad understanding of European security or whether they merely possess a security dimension;

Calls on the EU Member States and the US to work together on fresh ideas for launching a redefined and stronger EU-NATO partnership, going beyond Berlin-Plus, given the need for greater cooperation in Afghanistan; takes the view that the efforts to adjust and refine the European Security Strategy should be linked to the early phase of discussions on a new NATO Strategic Concept; underlines the importance of NATO, which remains the essential forum for security consultations between Europe and the United States, as well as the importance of the EU's common foreign and security policy in strengthening the EU's ability to confront existing and emerging 21st-century security threats; welcomes the US recognition at the Bucharest Summit that building a strong NATO alliance requires strong European defence effectiveness; recommends developing the existing relationship between NATO and the EU regarding security matters, while respecting the independent nature of both organisations;

The Commission will ensure that the requirements of the European Security Strategy, the Common Foreign and Security Policy (CFSP), the European Security and Defence Policy (ESDP) and other relevant Commission policies associated with internal security are fully taken into account in the development of security research.
De Commissie zal erop toezien dat de vereisten van de Europese veiligheidsstrategie, het gemeenschappelijk buitenlands en veiligheidsbeleid (GBVB), het Europees veiligheids- en defensiebeleid (EVDB) en andere relevante, met interne veiligheid samenhangende beleidsterreinen van de Commissie bij het ontwikkelings- of veiligheidsonderzoek volledig in aanmerking worden genomen.

The third relates to external policy and the common European security and defence policy. On this third point we had the opportunity yesterday to debate the proposals with the Presidency and in particular the issues which will be on the agenda at Feira. However, I cannot resist expressing our delight not only at the concrete steps taken in this area in terms of defence and security but also at the political visibility which this Presidency has had in cooperation with the Secretary-General of the Council and the Commission.
Ook de politieke zichtbaarheid waarvan dit voorzitterschap in samenwerking met de secretaris-generaal van de Raad en de Commissie blijk heeft gegeven, is bijzonder lovenswaardig.
