TRADUCTIONS EN CONTEXTE

In 1994, half way through the renegotiation of the fourth Lomé Convention, a number of observers, including Mr Marin, Commissioner for cooperation and development, thought that Lomé IV would be the last ACP-EU Convention.

To this end, the provisions of Title IV of the Poseidom programme supplement and affirm those taken under Title XII of the fourth Lomé Convention, prior to 29 February 2000, and of the ACP-EC Partnership Agreement after that date, and under Title XII of the Decision on the association of the overseas countries and territories with the European Economic Community.

Whereas Regulation (EC) No 1706/98 implements the amendments to the arrangements for imports from the ACP States made as a result of the mid-term review of the Fourth Lomé Convention; whereas Article 9 in Regulation (EC) No 1706/98 in particular introduces arrangements for reducing import duties on certain products in the pigmeat sectors within the limit of quotas; whereas in comparison to the provisions in Regulation (EEC) No 715/90 Article 9 of Regulation (EC) No 1706/98 provides for an increase in the tariff quotas and for an additional reduction in the customs duties applicable for products listed in Article 9(2) and (3) of the said Regulation; whereas there is also a provision for a reduction in the customs duties without a quota applicable to certain pigmeat products listed in Article 9(1) of Regulation (EC) No 1706/98;
Overwegende dat Verordening (EG) nr. 1706/98 uitvoering geeft aan de wijzigingen die in de regelingen voor de invoer uit de ACS-staten zijn aangebracht naar aanleiding van de herziening halverwege de looptijd van de Vierde Overeenkomst van Lomé; dat bij artikel 9 van Verordening (EG) nr. 1706/98 met name regelingen zijn ingesteld om de invoerrechten voor bepaalde producten van de sector varkensvlees binnen de grenzen van contingenten te verlagen; dat, vergeleken met Verordening (EEG) nr. 715/90, in artikel 9 van Verordening (EG) nr. 1706/98 is voorzien in een verhoging van de tariefcontingenten en een extra verlaging van de douanerechten voor de producten als bedoeld in de leden 2 en 3 van dat artikel 9; dat tevens bij artikel 9, lid 1, van Verordening (EG) nr. 1706/98 voor bepaalde producten van de sector varkensvlees is voorzien in een verlaging van de douanerechten zonder contingent;

- the renewal of the fourth Lomé Convention offers the parties an opportunity to re-lay the foundations of a partnership of mutual interest, in the light of the new system of international relations, retaining and emphasizing the basic principle of partnership which has made the Lomé process unique,

2. For the purposes of paragraph 1, products shall be considered as originating in Asean or SAARC when they are obtained in these countries according to the rules of origin provided for in Articles 67 to 97 of Regulation (EEC) No 2454/93, or as originating in the beneficiary countries of the Lomé Convention when they are obtained in those countries according to the rules of origin provided in Protocol 1 to the Fourth ACP-EEC Convention(13).
2. Voor de toepassing van lid 1 worden als producten van oorsprong uit de Asean- of uit de Saarc-landen beschouwd de producten die aldaar verkregen zijn overeenkomstig de regels van oorsprong in artikelen 67 tot en met 97 van Verordening (EEG) nr. 2454/93, respectievelijk als producten van oorsprong uit de begunstigde landen van de Lomé-Overeenkomst, de producten die in die landen verkregen zijn overeenkomstig de regels van oorsprong in protocol nr. 1 van de Vierde ACS-EEG-Overeenkomst(13).

For the purposes of paragraph 1, products shall be considered as originating in SAARC when they are obtained in these countries according to the rules of origin provided for in Articles 67 to 97 of Regulation (EEC) No 2454/93, or as originating in the beneficiary countries of the Lomé Convention when they are obtained in those countries according to the rules of origin provided in Protocol 1 to the Fourth ACP-EEC Convention(13).
2. They have taken note that the Community declares that it will take all the measures required to ensure that the corresponding agricultural regulations are adopted in good time and that, wherever possible, they come into force at the same time as the interim arrangements which will be introduced after the signing of the successor Agreement to the Fourth ACP-EC Convention signed in Lomé on 15 December 1989.
