Asks the Commission to organise, where necessary, sector-based round tables so that all the stakeholders in a given market can work together with a view to encouraging the re-launch of a genuine European industrial policy as well as fostering innovation and job creation; recalls that in this endeavour we must bear in mind our commitments on climate change and the potential of certain green technologies; considers that the EU budget needs to be better used, so that it becomes a real catalyst for all national efforts in the areas of research and development, innovation and creation of new businesses and jobs; calls further on the Commission to put forward concrete proposals on how to enhance cooperation between business and research and promote clusters, and to support such a strategy with adequate funds; stresses that one fundamental driving force for development in any market is free and fair competition, where it is easy for newcomers to enter the market and where there are no privileges distorting it;

What I see as important, nonetheless, is the fact that for the very first time in history of the EU an artificial concept elaborated at the green table had to some extent to be reworked after being tested against reality.

– (FR) On behalf of the Group of the Alliance of Liberals and Democrats for Europe, Mrs Annemie Neyts, coordinator of the Committee on Foreign Affairs, points out that the ALDE Group has voted against the amendments tabled by the Group of the Greens/European Free Alliance and particularly against Amendments 8, 10 and 11 (climate change, new nuclear weapons and the Non-proliferation Treaty), in order to protest against the Greens’ habit of not joining in a common resolution and then of tabling amendments that have not even been debated during the negotiations on that common resolution in which the Greens played a part.
– (FR) De coördinator van de Commissie buitenlandse zaken, mevrouw Annemie Neyts, wil namens de ALDE-Fractie duidelijk maken dat onze fractie tegen de door de Verts/ALE-Fractie ingediende amendementen heeft gestemd, inzonderheid de amendementen nrs. 8, 10 en 11 (klimaatverandering, nieuwe kernwapens en het Non-proliferatieverdrag), om zo protest aan te tekenen tegen de praktijk van de Groenen om zich niet aan te sluiten bij een gezamenlijke ontwerpresolutie en vervolgens amendementen voor te stellen die tijdens de onderhandelingen over deze gezamenlijke ontwerpresolutie (onderhandelingen waaraan de Groenen zelf hebben deelgenomen) niet eens zijn besproken.

In this connection, it should be noted that the Green Paper on the future of the CFP [7] refers to the approach to be used in designing measures for conserving and managing resources (the need to modulate the measures, where necessary, in the light of the special features of each region, by taking account of differences in their resources) or as regards improving the social and economic dimension of the CFP to support these regions (commitment to table proposals and, if appropriate, adopt new measures).
In het Groenboek over de Toekomst van het Gemeenschappelijk Visserijbeleid [7] wordt verwezen naar de aanpak die moet worden gevolgd bij de vaststelling van de vereiste maatregelen inzake instandhouding en beheer van de bestanden (indien nodig moeten de maatregelen naar gelang van de specificiteit van elke regio worden gedifferentieerd, rekening houdend met de verschillende bestanden van de regio's) of met het oog op de versterking van de sociale en economische dimensie van het gemeenschappelijk beleid ter ondersteuning van deze regio's (verbintenis om voorstellen in te dienen en zo nodig nieuwe maatregelen vast te stellen).

Over the next six months, the onus will remain on the Commission services to come forward with a series of important measures in accordance with the time-table foreseen in the Action Plan (pension funds, green paper on Investment Services Directive, modernisation of accounting strategy, e-commerce Green Paper).
