14. betreurt dat in het Groenboek van de Commissie weinig aandacht wordt besteed aan de noodzakelijke integratie van de bescherming van het milieu en de natuurlijke hulpbronnen in het ontwikkelingsproces; wenst dat in de definitieve voorstellen van de Unie expliciet wordt verwezen naar Agenda 21, vastgesteld naar aanleiding van de Conferentie van de Verenigde Naties over milieu en ontwikkeling, en dat deze milieudoelstellingen tot uitdrukking komen in de te sluiten handelsovereenkomsten;
