In all cases efforts must be made to reduce the consumption of primary phosphorus (new inputs, requiring imports to the EU) and to increase the reuse of organic materials (food, processing wastes and composts) and the safe recycling of phosphorus-rich materials currently regarded as ‘wastes’ (animal and human excreta, water waste and sewage sludge).
Hoe dan ook moet worden geprobeerd om het gebruik van primaire fosfor (nieuwe inputs, waarvoor fosfor moet worden ingevoerd in de EU) terug te dringen en het hergebruik van organische stoffen (voedsel, verwerkingsafval en compost) en de veilige recyclage van fosforrijke stoffen (die nu als „afval” worden beschouwd: uitwerpselen van mens en dier, afvalwater en rioolslib) te bevorderen.
