She did however say that the Commission hoped to resume financing these activities in 2006.

The purpose of this Decision is to authorise the Commission, on behalf of the Community, to either vote in favour of prolongation of the Agreement until 31 December 2005, if IOOC Members achieve consensus on improving the functioning of the IOOC Secretariat, or to reject further extensions of the current Agreement, pending the results of the ongoing negotiations on both a new Agreement and a package of management measures proposed by the European Community.
Met dit besluit wordt beoogd de Commissie te machtigen om namens de Gemeenschap hetzij voor verlenging van de Overeenkomst tot en met 31 december 2005 te stemmen, indien de IOOC-leden een consensus bereiken over de verbetering van de werking van het IOOC-secretariaat, hetzij verdere verlengingen van de huidige Overeenkomst af te wijzen, in afwachting van de resultaten van de lopende onderhandelingen over zowel een nieuwe overeenkomst als over een pakket door de Europese Gemeenschap voorgestelde beheersmaatregelen.

The Commission expressed the intention to come down in favour of extension of the Agreement, taking into account the positive results achieved by the IOOC in its internal reform.
