Despite the changes introduced during the second phase of the programme and its ambitious reorientation towards a more strategic approach and the opening to the civil society, the bottom-up image of the programme remained largely unchanged and the overall majority of the projects continued to address the reform of curricula.
Ondanks de wijzigingen die in de tweede fase van het programma zijn ingevoerd, de ambitieuze omschakeling op een meer strategische aanpak en de openstelling voor maatschappelijke organisaties bleef het programma grotendeels zijn bottom-up imago behouden en bleven veruit de meeste projecten gericht op de hervorming van de leerplannen.
