European standardisation is governed by a specific legal framework consisting of three different legal acts, namely Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on Information Society services , Decision No 1673/2006/EC of the European Parliament and of the Council of 24 October 2006 on the financing of European standardisation and Council Decision 87/95/EEC of 22 December 1986 on standardisation in the field of information technology and telecommunications .
Er is een specifiek rechtskader voor Europese normalisatie, bestaande uit drie verschillende rechtshandelingen, te weten Richtlijn 98/34/EG van het Europees Parlement en de Raad van 22 juni 1998 betreffende een informatieprocedure op het gebied van normen en technische voorschriften en regels betreffende de diensten van de informatiemaatschappij , Besluit nr. 1673/2006/EG van het Europees Parlement en de Raad van 24 oktober 2006 betreffende de financiering van de Europese normalisatie en Beschikking 87/95/EEG van de Raad van 22 december 1986 betreffende de normalisatie op het gebied van de informatietechnologieën en de telecommunicatie .

Where measures aiming to ensure that terminal equipment is constructed so as to safeguard the protection of personal data and privacy are adopted pursuant to Directive 1999/5/EC or Council Decision 87/95/EEC of 22 December 1986 on standardization in the field of information technology and telecommunications , such measures should respect the principle of technology neutrality.

The provisions of this Directive should be without prejudice to specific requirements of Community law already enacted in respect of the publication of interfaces in the telecommunications sector or Council Decisions relating to standardisation in the field of information technology and telecommunication.

Points out that, since the beginning of the 21st century, technology and telecommunications tools have unleashed the forces of globalisation on a previously unimagined scale, have 'flattened' communications and labour markets and have contributed to a period of unprecedented innovation, making economies more productive and also connecting global citizens; believes, therefore, that by maximising the power and impact of technology on the economy, further open up the internal market in telecommunications, energy and research and the industrial sector in particular, the European Union can emerge stronger from the current economic turmoil, strengthen the quality and affordability of its health care, advance climate-friendly energy development and deployment, improve education throughout its Member States and promote the prospects of the European Union becoming the world's leader in technology and applied technological innovation; points out that the knowledge-based economy needs the development of high-quality services and a broadband strategy able to accelerate the upgrading and extension of networks; takes the view that the Commission proposal within the European Economic Recovery Plan aiming to achieve full coverage with broadband communication networks by 2010 is a necessary step forward that will allow the European Union to maintain its competitiveness;
37. wijst erop dat de hulpmiddelen van technologie en telecommunicatie in het begin van de 21e eeuw de globaliseringskrachten in totnogtoe ongekende omvang losgelaten, de communicatie- en arbeidsmarkt geëffend, en een periode van innovatie zonder weerga ingeluid hebben, waardoor de economieën productiever geworden zijn en de wereldburgers met elkaar in onderlinge verbinding staan; denkt daarom dat de Europese Unie met maximale aanwending van de macht en gevolgen van de technologie voor de economie, door de interne markt in de sectoren telecommunicatie, energie en onderzoek en de nijverheidssector in het bijzonder verder op te stellen sterker uit de huidige economische onrust te voorschijn kan komen, de kwaliteit en betaalbaarheid van zijn gezondheidszorg kan verbeteren, de ontwikkeling en het gebruik van klimaatvriendelijke energie kan stimuleren, het onderwijs in al zijn lidstaten op een hoger niveau kan tillen en het vooruitzicht kan bevorderen dat de Europese Unie zich tot wereldleider in technologie en toegepaste technologische vernieuwing kan opwerken; wijst erop dat de op kennis gebaseerde economie behoefte heeft aan de ontwikkeling van diensten van hoge kwaliteit en een breedbandstrategie die in staat is netwerken op te waarderen en uit te breiden; is van mening dat het Commissievoorstel in het kader van het Europees economisch herstelprogramma voor de totstandbrenging uiterlijk in 2010 van volledige dekking met breedbandcommunicatienetwerken een noodzakelijk stap voorwaarts is die de Europese Unie in staat zal stellen haar mededingingsvermogen te behouden;

Het is derhalve wenselijk, de financiering van de Europese normalisatiewerkzaamheden op het gebied van de informatie- en telecommunicatietechnologieën, waarop bovendien met name Beschikking 87/95/EEG van de Raad van 22 december 1986 betreffende de normalisatie op het gebied van de informatietechnologieën en de telecommunicatie van toepassing is, in het onderhavige besluit op te nemen.
