TRADUCTIONS EN CONTEXTE

13. Remains seriously concerned about the inefficiency of the judicial system, the risk of political interference in court proceedings, the politicisation of appointment procedures, a fragmented judiciary and prosecution budgeting process and the risk of conflicts of interest in the judiciary; urges the new leaders of the country to undertake structural and institutional reforms addressing inter alia the harmonisation of the four different legal systems; invites them to address the Commission’s recommendations, such as institutional reform of the state-level judiciary, including on the adoption of a law on the courts of BiH; urges the incoming Council of Ministers to adopt the already prepared new Justice Reform Strategy; reiterates its support for the office of the Ombudsman; notes that a moratorium on capital punishment is still in place under the Constitution of the RS and urges the authorities of the RS to abolish the death penalty without further delay;
13. blijft uiterst bezorgd over de inefficiëntie van het rechtsstelsel, het risico op politieke inmenging in rechtszaken, de politisering van benoemingsprocedures, de gefragmenteerde begrotingsprocedure op het vlak van de rechterlijke macht en het openbaar ministerie, en het risico op belangenconflicten in het rechtsstelsel; dringt er bij de nieuwe leiders van het land op aan structurele en institutionele hervormingen door te voeren en zo onder meer de harmonisering van de vier verschillende rechtsstelsels aan te pakken; nodigt hen uit de aanbevelingen van de Commissie te volgen, zoals bv. de institutionele hervorming van het rechtsstelsel op nationaal niveau, met inbegrip van de goedkeuring van een wet op rechtbanken van Bosnië en Herzegovina; dringt er bij de komende ministerraad op aan de reeds voorbereide nieuwe hervormingsstrategie voor het rechtsstelsel aan te nemen; spreekt nogmaals zijn steun uit voor de instelling van een Ombudsman; merkt op dat in de grondwet van de Republika Srpska nog steeds een moratorium op de doodstraf van kracht is en spoort de autoriteiten van de Republika Srpska aan de doodstraf met onmiddellijke ingang af te schaffen;
