This is relevant notably in the context of the International Energy Agency (IEA), as well as the International Energy Forum (IEF), the International Partnership for Energy Efficiency Cooperation (IPEEC) and the International Renewable Energy Agency (IRENA).

For this reason, in addition to its regular participation in multilateral fora such as the International Energy Agency and the International Energy Forum, the Commission has embarked in recent years on a number of initiatives designed to enhance bilateral relations with important energy producers such as Russia and OPEC, transit countries such as Ukraine and major consumers such as China and India.
Om die reden heeft zij de afgelopen jaren, in aanvulling op haar regelmatige deelname aan multilaterale fora als het Internationaal Energieagentschap en het International Energy Forum, een aantal initiatieven geïnitieerd die tot doel hebben de bilaterale betrekkingen met belangrijke energieproducenten, zoals Rusland en de OPEC, doorvoerlanden als Oekraïne en grootverbruikers als China en India te versterken.

In this context, it is important to underline that the EU is making continuous efforts to improve energy relations with other energy-producing organisations – such as OPEC, the Gulf Cooperation Council, the countries of the Caspian Basin and north Africa – as well as with the consuming regions in the framework of the International Energy Forum, the International Energy Agency, G8 and through bilateral agreements and dialogues.
Hierbij is het belangrijk te onderstrepen dat de EU voortdurend streeft naar verbetering van de energiebetrekkingen met andere energieproducerende organisaties als de OPEC, de Samenwerkingsraad van de Golfstaten, de landen van het Kaspische-Zeebekken en Noord-Afrika en met de verbruikende regio’s in het kader van het Internationaal Energieforum, het Internationaal Energieagentschap en de G8 alsmede via bilaterale overeenkomsten en dialogen.

Good use should be made of fora such as the International Energy Forum in improving the energy dialogue between producer, transit and consumer countries, avoiding, unless duly justified, the setting up of new structures or instruments.
vi. Van fora zoals het Internationaal Energieforum zou een goed gebruik moeten worden gemaakt om de energiedialoog tussen producerende, doorvoer- en verbruikende landen te verbeteren; daarbij moet worden vermeden om nieuwe structuren of instrumenten op te zetten, behalve wanneer daar goede redenen voor zijn.

It is therefore necessary to provide the European Union, in coordination with the International Energy Forum (Riyadh), all the consumer countries and the producer countries, with its own means of responding to energy crises.

Terwijl beide fora belangrijk zullen blijven als algemene discussieplatforms waar alle betrokkenen uit overheidsdiensten, regelgevende instanties en het bedrijfsleven elkaar ontmoeten, is het thans noodzakelijk aan de samenwerking en coördinatie op het gebied van regelgeving een officiëlere status te geven, teneinde de voltooiing van de interne energiemarkt te vergemakkelijken en met het oog op de komende toetreding van nieuwe lidstaten.
