5. Calls on the Commission as the representative of the Union and the Member States to impress upon the WTO and its members the need to take account of human rights and social, health and environmental standards in the context of trade negotiations, and in particular the negotiation of the Doha agreement, and to see to it in practice that they are applied and promoted in the context of the implementation of trade agreements; calls on the Commission to urge the WTO and its members to admit, as a first step, the delegations of the International Labour Organization (ILO) and the secretariat of the International Labour Office and the secretariats of multilateral and international environmental agreements as observers;
5. verzoekt de Commissie, in haar hoedanigheid van vertegenwoordigster van de Unie en de lidstaten, om bij de WTO en haar leden nadrukkelijk onder de aandacht te brengen dat bij handelsonderhandelingen, en met name die in het kader van de Doha-overeenkomst, voldoende plaats ingeruimd moet worden voor de mensenrechten en sociale, gezondheids- en milieunormen, en verzoekt haar tevens om concreet toe te zien op de toepassing en bevordering van die rechten en normen bij de tenuitvoerlegging van de handelsovereenkomsten; verzoekt de Commissie om de WTO en haar leden ertoe te bewegen als eerste stap de delegaties van de IAO, het secretariaat van het IAB en de secretariaten van de multilaterale en internationale milieuovereenkomsten toe te laten als waarnemer;

The social partners make this Agreement on condition that it shall not enter into force until the date when the ILO Maritime Labour Convention, 2006 enters into force, such date being 12 months after the date on which there have been registered with the International Labour Office ratifications by at least 30 Members with a total share in the world gross tonnage of ships of 33 per cent.
