Acknowledges the problems regarding investment aid to large enterprises indicated by the Commission, given that evidence suggests a lack of incentive effect; believes that, although State aid should be primarily provided to SMEs, excluding large enterprises, a category which also includes family-owned enterprises exceeding the definition of SMEs or mid-cap companies, from State aid rules in areas covered by Article 107(3)(c) TFEU is not justified given their contribution to employment, the supply chains they create with SMEs, their common involvement in innovation, research and development, and their positive role in combating the economic crisis; takes the view that the presence of large undertakings is often key to the success of SMEs that benefit from clusters led by large companies and from their subcontracting activities; recalls that it was the Commission itself that recognised the contribution of investment by large enterprises to creating knock-on effects and to access for the EU to the world markets; stresses that a decision to exclude large enterprises in “”‘c’ areas could lead to job losses, reduced economic activity in the regions, reduced regional competitiveness, reduced attractiveness for foreign investment and the relocation of companies to other regions either within or outside the EU; considers, therefore, that such companies should remain eligible for State aid in “”‘c’ areas, subject to particular scrutiny following individual notification and to additional compatibility criteria concerning incentive effect and contribution to regional development through clusters and subcontracting;

C. whereas the objectives of the CAP, as listed in Article 39 of the Treaty on the functioning of the European Union (TFUE), aim at increasing agricultural productivity, ensuring a fair standard of living for the agricultural community, stabilising markets, guaranteeing availability of supplies, and ensuring that supplies reach consumers at reasonable prices; whereas, to date, the CAP has met its goals to a large extent, and has participated in the efforts to foster EU integration, territorial cohesion in Europe and the functioning of the single market; it has, however, only partially contributed to a fair standard of living for the agricultural community, and has not yet achieved agricultural market stabilisation, as markets have become extremely volatile, putting food security at risk; whereas further efforts are needed if the CAP is to fulfil its goals while preserving the environment and rural employment,

Notes that by far the largest portion of the overall margin of EUR 2 638 million in thePDB, i.e. an amount of EUR 2 027 million, stems from the margin of market related expenditure and direct payments under heading 2 (first CAP pillar); deplores the fact that the 2007-2013 multiannual financial framework (MFF) and the Interinstitutional Agreement of 17 May 2006 (IIA) allow this margin under heading 2 (first CAP pillar) to be used only under extremely restrictive conditions and that the EU is therefore unable to respond to new political needs flexibly; stresses that this large margin should be usable to realise the Union's new priority objectives, as was the case in November 2007, following Council and Parliament agreement, for the Galileo project; points out that structurally, since 2007, real spending under heading 2 (first CAP pillar) is below the ceilings laid down by the MFF;
