Your rapporteur considers that this proposal is excessive and should be revised for two reasons: firstly, it must be remembered that the figures for Portugal are inaccurate, as the Commission itself has acknowledged, and must therefore be corrected; secondly, although it is acceptable to reduce the thresholds for the varieties without real market outlets (Group V – sun-cured tobacco) or for which demand continues to fall (Group III – dark air-cured tobacco), it is unacceptable to reduce them for the variety groups such as I or II, for which demand and prices are higher (EUR 0.66/ kg and 0.419/kg respectively), which therefore are more attractive to producers, as shown by the gradual switch to them in the sector. Finally, they are the varieties towards which the future conversion of production must be geared, which the new Community Tobacco Fund is supposed to support.
Dit voorstel lijkt overdreven en moet volgens uw rapporteur om twee redenen worden herzien: in de eerste plaats dient men te bedenken dat de cijfers voor Portugal foutief zijn, zoals ook al door de Commissie is toegegeven, en daarom moeten worden gecorrigeerd; ten tweede is het weliswaar acceptabel dat de drempels voor de soorten zonder reële afzetmogelijkheden (V – sun-cured tabak) of waarnaar steeds minder vraag bestaat (III – dark air-cured tabak) worden verlaagd, maar het lijkt niet aanvaardbaar dat de drempels voor de soortengroepen met een sterkere vraag en betere prijzen (0,66 € per kg en 0,419 € per kilo) worden verlaagd, die daarom voor de producenten interessanter zijn, zoals blijkt uit de in de sector vastgestelde geleidelijke overschakeling op deze groepen en die tenslotte de soorten zijn waarop de toekomstige omschakeling van de productie, die het nieuwe gemeenschappelijke tabaksfonds wil steunen, gericht moet zijn.

The supplementary amount granted to flue cured, light air cured and dark air cured tobaccos cultivated in Belgium, Germany, France and Austria is increased from 50% to 65% of the difference applicable to the 1992 harvest.
Het aanvullende bedrag dat voor in België, Duitsland, Frankrijk en Oostenrijk geteelde flue cured, light air cured en dark air cured tabak wordt toegekend, wordt verhoogd van 50% tot 65% van het verschil dat van toepassing is op de oogst van 1992.

Whereas Council Regulation (EEC) No 2076/92 of 30 June 1992 fixing the premiums for leaf tobacco by group of tobacco varieties and the processing quota allocated by group of varieties and by Member State (2), as amended by Regulation (EC) No 164/94 (3), fixes the quota for light air-cured tobacco for Belgium; whereas, pursuant to Article 8 of Commission Regulation (EEC) No 3478/92 (4), as last amended by Regulation (EC) No 1754/94 (5), a moisture content should be laid down for that tobacco; whereas Regulation (EEC) No 3478/92 should therefore be amended;
Overwegende dat bij Verordening (EEG) nr. 2076/92 van de Raad van 30 juni 1992 tot vaststelling van de premies voor tabaksbladeren per groep tabak en van de garantiedrempels per groep tabakssoorten en per Lid-Staat (2), gewijzigd bij Verordening (EG) nr. 164/94 (3), voor België een quotum voor "light air-cured"-tabak is vastgesteld; dat het voor deze produktie dienstig is ter uitvoering van artikel 8 van Verordening (EEG) nr. 3478/92 van de Commissie (4), laatstelijk gewijzigd bij Verordening (EG) nr. 1754/94 (5), een vochtgehalte aan te geven; dat bijgevolg Verordening (EEG) nr. 3478/92 dient te worden gewijzigd;

The purpose of the amendment is to grant the same supplementary amount in respect of flue-cured, light air-cured and dark air-cured tobacco grown in Austria, as is granted for tobaccos grown in Germany, as from the 1996 harvest.
Met deze wijziging wordt beoogd om met ingang van de oogst van 1996 voor in Oostenrijk geteelde flue cured, light air cured en dark air cured tabak hetzelfde extra bedrag toe te kennen als voor in Duitsland geteelde tabak.
