ii. to commit TiSA parties to the implementation and application of international standards for the regulation and supervision of the financial sector, such as those endorsed by the G20, the Basel Committee on Banking Supervision, the Financial Stability Board, the International Organisation of Securities Commissions and the International Association of Insurance Supervisors; to take action to ensure that the key elements of the WTO Understanding on Financial Services are taken over in TiSA, while improving the drafting of the Understanding to bring it into line with the exact current policy lines of the EU in these areas; to ensure that TiSA helps mitigate double taxation and in no way facilitates or opens loopholes for tax fraud, tax evasion, aggressive tax planning or money-laundering; to pursue in-depth commitments, in particular on market access, from countries that currently have no bilateral trade deals with the EU, such as Australia, New Zealand, Hong Kong and Taiwan, very limited commitments at WTO level, such as Chile and Turkey, or very limited bilateral commitments on financial services, such as Mexico;

In line with the capital structure of entities affiliated to a central body, for the purposes of this Regulation, the Board, or, where relevant, the national resolution authorities, should not be obliged to draw up separate resolution plans solely on the grounds that the central body to which those entities are affiliated is under direct supervision of the ECB.

In order to follow the approach of Directive 2013/36/EU, this Regulation should take into account standards for the methodology of assessing global systemically important banks and for the higher loss absorbency requirement by the Basel Committee on Banking Supervision, that are based on the framework for global systemically important financial institutions established by the Financial Stability Board following the report ‘Reducing the moral hazard posed by systemically important financial institutions — FSB Recommendations and Time Lines’.
Teneinde de aanpak van Richtlijn 2013/36/EU te volgen, dient deze verordening rekening te houden met de normen voor de methodiek voor het beoordelen van mondiaal systeemrelevante banken en de aangescherpte verliesabsorptie-eis van het Bazels Comité voor bankentoezicht, die zijn gebaseerd op het kader voor mondiaal systeemrelevante financiële instellingen dat is vastgesteld door de Raad voor financiële stabiliteit naar aanleiding van het verslag „Reducing the moral hazard posed by systemically important financial institutions — FSB Recommendations and Time Lines”.

To streamline the decision making process, and to reinforce supervision of administrative and budgetary management, the Management Board should be also entitled to establish an Executive Board.

(z) ensure that Parliament is involved and consulted throughout the process of activation and implementation of the EED, through, inter alia, a politically balanced selection of MEPs on its Board of Governors and Executive Committee; review the composition of the Board of Governors to ensure that Member States are represented through the Council, and increase the participation of Parliament in the governing board of this instrument, so as to guarantee proper influence in line with Parliament's responsibility as one of the arms of the EU's budgetary authority; enable Parliament to provide input into defining the political and strategic guidelines, priorities, expected results and overall financial allocations underpinning the endowment's activities in a meaningful and systematic manner;

As I said a moment ago, we are at the start of a process and, in order to demonstrate that this supervision really represents added value and perhaps the first lesson learned from the financial crisis, we must first make sure that the individuals who will be in charge of this supervision are chosen as objectively as possible – and I believe that the procedures adopted are along these lines – and then, if we want, as many people in this Chamber have requested, to move towards supervision that is increasingly European in scope, we must demonstrate the effectiveness of that supervision in the various areas. We will be able to progress even further simply by demonstrating the effectiveness of European-level supervision.

At present, I am the Vice-Chairman of the Board of Directors of the Slovak Guarantee and Development Bank. At all the above posts, I have been actively managing the internal control and audit processes, dealing with the establishment and approval of plans of control and audit, and becoming acquainted with preliminary, ongoing and follow-up control-procedures. I was also a member of the supervisory boards of several institutions, which included the supervision of their financial operations and evaluation of their audits.
Bij al de bovenvermelde functies heb ik actief de processen op het vlak van interne controle en audits geleid, heb ik te maken gehad met de opmaak en goedkeuring van de audit- en controleplannen, en heb ik me vertrouwd kunnen maken met de voorlopige, lopende en op te volgen controleprocedures. Key components of governance include: (i) the ownership and group structure; (ii) the composition of the board of directors; (iii) the reporting lines between management and the board of directors; and (iv) the management incentives and the process that makes it accountable for its performance, e.g. audit committees [18].
