53. Requests that the EU and its Member States agree on a roadmap for scaling up predictable, new and additional finance, in line with existing commitments, towards their fair share in the overall targeted amount of USD 100 billion a year by 2020 from a variety of public and private sources and to address the imbalance between resources flowing to mitigation and adaptation; calls for the EU to encourage all countries to deliver their fair share of climate finance; calls for a robust monitoring and accountability framework for effective follow-up to the implementation of climate-finance commitments and objectives; recalls that, as climate finance from aid budgets increases, the overall aid budget should also increase as a first step towards full additionality;

Calls for an agreement at the Addis Ababa conference on a robust, transparent and accessible monitoring and accountability framework for effective tracking and follow-up of investment and progress as regards specific commitments and objectives; calls for an international initiative to improve the quality of statistics, data and information, including data disaggregated by income, gender, age, race, ethnicity and migratory status, disability, geographic location and other characteristics relevant in national contexts; asks all parties to ensure the transparent and efficient implementation of aid and financing, in particular by signing and effectively implementing the provisions of the UN Convention against Corruption and by committing to systematically publishing accurate, timely and comparable revenue and expenditure data as well as budget documents; notably, asks the Commission to further monitor and control its financing of aid programmes and projects and to take the appropriate measures in case of evidence of corruption and mismanagement; urges the Commission, equally, to upgrade its assistance in order to strengthen the judiciary and anti-corruption agencies in developing countries;

To ensure harmonious cooperation between the Commission and the Member States regarding the financing of CAP expenditure and, more particularly, to allow the Commission to monitor the financial management by the Member States and to clear the accounts of the accredited paying agencies, it is necessary for certain information to be communicated by the Member States or to be kept available to the Commission.
Om voor een harmonische samenwerking tussen de Commissie en de lidstaten op het gebied van de financiering van de GLB-uitgaven te zorgen, en meer in het bijzonder om het de Commissie mogelijk te maken het financiële beheer van de lidstaten te monitoren en de rekeningen van de erkende betaalorganen goed te keuren, is het noodzakelijk dat de lidstaten bepaalde informatie verstrekken aan of ter beschikking houden van de Commissie.

The report shall include an assessment of EIB financing operations at project, sector, country and regional level andevaluations of the accessibility, transparency and effectiveness of the loans, as well as an assessment of the contribution of the EIB financing operations to the fulfilment of the external policy and strategic objectives of the EU. The report shall in particular assess the compliance of EIB financing operations with this Decision, taking into account the operational guidelines referred to in Article 5, and shall include sections on added value for the achievement of EU policy objectives and on the extent to which to which the EIB has taken into account environmental and social sustainability in the design and monitoring of the projects financed, as well as on cooperation with the Commission and other international financial institutions and bilateral institutions, including co-financing.
Het verslag bevat een beoordeling van de EIB-financieringsverrichtingen op project-, sector-, landen- en regionaal niveau en evaluaties van de toegankelijkheid, transparantie en efficiëntie van de leningen, alsmede een beoordeling van de mate waarin de EIB-financieringsverrichtingen bijdragen tot de verwezenlijking van de externe strategische en beleidsdoelstellingen van de EU. To ensure harmonious cooperation between the Commission and the Member States regarding the financing of common agricultural policy expenditure and, more particularly, to allow the Commission to monitor closely financial management by the Member States and clear the accounts of the accredited paying agencies, certain information has to be communicated by the Member States to the Commission or has to be kept available to the Commission.
Om voor een harmonische samenwerking tussen de Commissie en de lidstaten op het gebied van de financiering van de uitgaven voor het gemeenschappelijk landbouwbeleid te zorgen, en meer in het bijzonder om het de Commissie mogelijk te maken het financiële beheer door de lidstaten op de voet te volgen en de rekeningen van de erkende betaalorganen goed te keuren, is het noodzakelijk dat de lidstaten bepaalde gegevens verstrekken aan de Commissie of tot haar beschikking houden.
