F. whereas the protests on the Maidan started as pro-EU demonstrations but their focus later switched to more domestic issues – corruption, the economic crisis, distrust in politics and disillusionment with the political system of Ukraine; whereas on the other hand the Ukranian oligarchs, who opposed the policy of President Yanukovych, used these protests for their own interests; whereas Ukrainian oligarchs created, own and finance media holdings and NGOs, including Hromadske.tv, the Channel 5 television station and the NGO Centre UA, which was founded by Oleh Rybachuk and which strongly influenced the developments on the Maidan; whereas foreign actors, American tycoons – such as Soros and Omidyar – and foreign foundations, such as the National Endowment for Democracy, financed the protests; whereas foreign donations also came from state actors, including the Dutch embassy; whereas these facts show that the protests on the Maidan were not only an expression of citizens’ protest against state policies and the situation in the country;
F. overwegende dat de protesten op het Maidan zijn begonnen als pro-EU-demonstraties maar dat zij zich later richtten op meer binnenlandse aangelegenheden ‒ de corruptie, de economische crisis, het gebrek aan vertrouwen in de politiek en de ontgoocheling over het politieke systeem in Oekraïne; anderzijds overwegende dat de Oekraïense oligarchen, die gekant waren tegen het beleid van president Janoekovitsj, deze protesten aanwendden voor hun eigen belangen; overwegende dat Oekraïense oligarchen mediaholdings en ngo's hebben opgericht, bezitten en financieren, waaronder Hromadske.tv, de televisiezender Kanaal 5 en de ngo Centre UA, die is opgericht door Oleg Rybatsjoek en die de ontwikkelingen op het Maidan sterk heeft beïnvloed; overwegende dat buitenlandse actoren, Amerikaanse tycoons als Soros en Omidyar, en buitenlandse stichtingen, zoals de National Endowment for Democracy, de protesten hebben gefinancierd; overwegende dat buitenlandse giften ook afkomstig waren van overheidsactoren, waaronder de Nederlandse ambassade; overwegende dat deze feiten aantonen dat de demonstraties op het Maidan niet alleen een uitdrukking waren van protest van burgers tegen overheidsbeleid en de situatie in het land;

The tax is based on the total amounts, exclusive of value added tax, paid by the advertisers for the broadcasting of their advertising messages to the taxable persons concerned or to the advertising managers, minus the amounts paid under the tax provided for in Article 302a KC of the General Tax Code, which is payable by television editors and distributors broadcasting audiovisual works eligible for support from the National Centre for Cinematography.
