TRADUCTIONS EN CONTEXTE

In its Communication of 19 October 2010 entitled "EU Budget Review", the Commission emphasised that the norm for projects with long-term commercial potential should be the use of Union funds in partnership with the financial and banking sectors, particularly the European Investment Bank and Member States' public financial institutions, but also with other international financial institutions and the private financial sector, including at national and regional level.

Financial intermediaries, selected by entrusted entities for the implementation of financial instruments pursuant to Article 139(4) of Regulation (EU, Euratom) No 966/2012 on the basis of open, transparent, proportionate and non-discriminatory procedures, may include private financial institutions as well as governmental and semi-governmental financial institutions, national and regional public banks as well as national and regional investment banks.
Particuliere en publieke of semipublieke financiële instellingen, nationale en regionale overheidsbanken en nationale en regionale investeringsbanken kunnen optreden als financiële intermediairs, mits zij op basis van openbare, transparante, evenredige en niet-discriminerende procedures geselecteerd zijn door met de tenuitvoerlegging van financieringsinstrumenten belaste entiteiten overeenkomstig artikel 139, lid 4, van Verordening (EU, Euratom) Nr. 966/2012.

The text needs to be aligned with the definition of ‘other MFIs’ in Article 1 of Regulation ECB/2008/32 of 19 December 2008 concerning the balance sheet of the monetary financial institutions sector (Recast) (3).

113. Welcomes the work carried out by the European Investment Bank, in particular through the Facility for Euro-Mediterranean Investment and Partnership, and the European Bank for Reconstruction and Development (EBRD) and underlines the importance of and the need for more synergies with other national and international financial institutions also active in these countries; supports the modification of the EBRD's statutes in order for the Southern neighbourhood partners also to be eligible for its assistance and wishes to ensure that the EIB and the EBRD, whose capital is for the most part, in both cases, of European origin, are brought into a fruitful relationship based on cooperation, not driven by competition;

Underlines the importance of closer and more effective collaboration with the private sector and financial institutions, especially the European Investment Bank and the European Bank for Reconstruction and Development, to promote the necessary financing, in particular for priority cross-border projects; calls on the Commission to explore other innovative financial instruments and help to promote the establishment of public-private partnerships, for which local, regional and national authorities provide incentives and the necessary legislative framework and policy support; stresses in this context the need to develop technical assistance and financial engineering at local and regional authority level in order to support local players in setting up projects of energy efficiency – e.g. by harnessing the EIB's ELENA technical assistance facility and the experience of ESCO where energy efficiency infrastructure is concerned;

The World Summit on Sustainable Development (also known as Rio+10), organised to mark the tenth anniversary of the 1992 Rio 'Earth Summit', will be a Summit gathering from 26 August to 4 September 2002 in Johannesburg, of world leaders, civil society, United Nations agencies, multilateral financial institutions and other major actors, having as its 'main thrust to move from the answers agreed on paper to action on the ground' (Nitin Desai, Under Secretary-General for Economic and Social Affairs to head the WSSD).
