* Monetary financial institutions (MFIs): institutions which together form the money issuing sector of the euro area.

The text needs to be aligned with the definition of ‘other MFIs’ in Article 1 of Regulation ECB/2008/32 of 19 December 2008 concerning the balance sheet of the monetary financial institutions sector (Recast) (3).

This applies to both the standard refinancing operations offered by the Eurosystem to euro area Monetary Financial Institutions (MFIs) and to the non-standard measures introduced during the financial crisis.

Considers that this framework should take into account experience of existing revolving instruments provided by public financial intermediaries, involve existing EU funds and be designed to attract other public or private funds to create the highest leverage possible; considers that the European Commission cannot always be the sole source of all financial resources; calls upon the commission to fulfil a key role in unlocking and leveraging funding that is available in both public and private financial institutions; considers that the Commission should encourage financial institutions as well as funding programs such as the European Investment Bank to give high priority to innovative energy efficiency initiatives, especially when these contribute to other EU goals such as job growth;
76. is van mening dat bij dit kader rekening moet worden gehouden met de ervaring die is opgedaan met bestaande roulerende instrumenten die door openbare financiële tusseninstanties ter beschikking worden gesteld, dat bestaande EU-fondsen bij dit kader moeten worden betrokken en dat dit kader zo moet worden ontworpen dat andere openbare of particuliere fondsen worden aangetrokken, om een zo groot mogelijk hefboomeffect te creëren; is van mening dat de Commissie niet altijd de enige bron van alle financiële middelen kan zijn; verzoekt de Commissie een centrale rol te spelen met betrekking tot de ontgrendeling van en de creatie van een hefboomeffect voor de financiering die beschikbaar is zowel openbare als in particuliere financiële instellingen; is van mening dat de Commissie financiële instellingen en financieringsprogramma's als de Europese Investeringsbank moet aanmoedigen hoge prioriteit aan innoverende initiatieven op het gebied van energie-efficiëntie te geven, met name wanneer deze bijdragen tot andere EU-doelstellingen zoals meer banen;

The shares in the aggregate gross domestic product at market prices and in the total aggregated balance sheet of the monetary financial institutions shall be assigned weights of 5/6 and 1/6, respectively.
