H. whereas a Palestinian unity government endorsed by Hamas and Fatah was established in April 2014, accepting the Quartet principles of non-violence, adherence to past agreements and the recognition of Israel, and was supported by the US and the EU; whereas efforts towards Palestinian reconciliation have however failed to make tangible progress; whereas the government has been unable to exercise its authority over the Gaza Strip; whereas the Palestinian leadership has continued to be mired in internal power struggles with, most recently, the President of the Palestinian Authority (PA), Mahmoud Abbas, resigning from the PLO Executive Committee and calling for an emergency meeting of the Palestinian National Council; whereas the PA is facing mounting charges of practices of patronage, authoritarianism and the arrest of critics, corruption and the misuse of public funds;
H. overwegende dat er in april 2014 een Palestijnse eenheidsregering is geïnstalleerd, met goedkeuring van Hamas en Fatah, die de beginselen van het Kwartet, namelijk geweldloosheid, aanvaarding van de bestaande overeenkomsten en de erkenning van Israël accepteert en die wordt gesteund door de VS en de EU; overwegende dat de inspanningen met het oog op Palestijnse verzoening echter geen tastbare vooruitgang hebben opgeleverd; overwegende dat de regering er niet in geslaagd is haar gezag uit te oefenen over de Gazastrook; overwegende dat de Palestijnse leiders nog steeds in een interne machtsstrijd verwikkeld zijn, waarbij de president van de Palestijnse Autoriteit (PA), Mahmoud Abbas, onlangs nog ontslag nam uit het PLO-bestuur en aandrong op een spoedvergadering van de Palestijnse Nationale Raad; overwegende dat de PA steeds vaker beschuldigd wordt van cliëntelisme, autoritair bestuur, de arrestatie van critici, corruptie en misbruik van overheidsgeld;

Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the governments and parliaments of the Member States, the Secretary-General of the United Nations, the Quartet Envoy to the Middle East, the Knesset and the Government of Israel, the President of the Palestinian Authority, the Prime Minister of the Palestinian National Consensus Government, and the Palestinian Legislative Council.

On 31 January 2013, the Council adopted Decision 2013/71/CFSP concerning the temporary reception by Member States of the European Union of certain Palestinians (1), which provided for an extension of the validity of their national permits for entry into, and stay in, the territory of the Member States referred to in Council Common Position 2002/400/CFSP (2) for a further period of 12 months.

5. Notes the initiative by the Israeli Ministry of Environment to elaborate a master plan for landscape development in the Lower Jordan River area; asks the Jordanian Government and the Palestinian Authority to take similar initiatives with the aim of adopting master plans for the rehabilitation of sections of the River that flow through their respective territories, provided that Israel permits the Palestinian National Authority to have access to the Lower Jordan River pursuant to relevant United Nations Security Council resolutions and international law; notes that such master plans could become a basis for a comprehensive regional plan to rehabilitate and protect the Lower Jordan River area; and notes Palestinian National Authority plans to establish a West Ghor Canal, envisioned in the 1955 Johnston Plan, for the irrigation of Palestinian riparian areas of the occupied West Bank;
5. neemt kennis van het initiatief van het Israëlische Ministerie van Milieu een overkoepelend programma op te stellen voor landschapsontwikkeling in het gebied van de benedenloop van de Jordaan; verzoekt de regering van Jordanië en de Palestijnse Autoriteit soortgelijke initiatieven te nemen om koepelprogramma’s vast te stellen voor het herstel van de delen van de rivier die door hun grondgebied lopen, mits Israël de Palestijnse Nationale Autoriteit overeenkomstig de desbetreffende resoluties van de VN‑Veiligheidsraad en de internationale wetgeving toegang verleent tot de benedenloop van de Jordaan; stelt vast dat dergelijke koepelprogramma’s zich kunnen ontwikkelen tot de grondslag voor een alomvattend regionaal programma tot herstel en bescherming van het gebied van de benedenloop van de Jordaan; neemt kennis van de voornemens van de Palestijnse Nationale Autoriteit een West-Ghorkanaal aan te leggen dat geprojecteerd stond in het uit 1955 daterende Johnstonplan voor de bevloeiing van de Palestijnse gebieden op de bezette westelijke Jordaanoever;

I. whereas the issue of prisoners has important political, social and humanitarian implications, and the arrest of 48 elected members of the Palestinian Legislative Council and other local councillors has serious consequences for political developments in the occupied Palestinian territory; whereas the 'Prisoners' Document', adopted in May 2006 by detained Palestinian political leaders from various factions, served as a basis for national reconciliation and paved the way for the establishment of a national unity government,
