Overall, administrative capacity to manage and invest the Funds and EU co-financed programmes and projects is considered as a key factor contributing to the success of EU Cohesion Policy. When public administrations managing the Funds (Managing Authorities, Intermediate Bodies, Certifying Authorities, Audit Authorities) are weaker, they are confronted with bottlenecks and challenges.

3. In order to ensure the proper management of the appropriations entered in the Union's budget for the EAGF, the Commission shall be empowered to adopt delegated acts in accordance with Article 115, laying down rules on the valuation of operations in connection with public intervention, the measures to be taken in the case of loss or deterioration of products under the public intervention, and on the determination of the amounts to be financed.
3. In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFEU) should be delegated to the Commission in respect of the accreditation of the paying agencies and coordinating bodies, the obligations of the paying agencies in relation to public intervention, as well as the rules on the content of the management and control responsibilities of those agencies, the measures to be financed by the general budget of the European Union (the Union's budget) under public intervention and the valuation of the operations in connection with public intervention.

On the other hand, contrary to the provisions of the Finance Act 1997 setting up the public body managing the contribution of France Télécom, which provided for inflexible rules concerning the annual repayments to the State, the public body managing the contribution of La Poste did not have specific rules imposed on it (69).

Many governance plans include either general commitments on economic, financial, fiscal and judicial governance or specific ones on natural resources management and transparency of mining deals and of mining revenues.[15] Part of our assistance to these countries is focused on capacity building to manage public finances, manage natural resources in a sustainable way and negotiations with mining companies.

In the course of the discussion, delegations expressed their view in particular on the safety nets in the common market organisations (CMOs) in the event of market crises, possible public financing of risk-management measures and the three new options proposed by the Commission as management tools for crisis and risk-management measures.

The Commission's proposals also include improvements in the conditions relating to the finance made available under each of the existing (see Annex 2) four facilities,and make specific provisions for reinforcement of the Commission's management and control of the funds, ongoing monitoring and evaluation of the actions financed, and coordination with other EC instruments for economic cooperation and promotion of investments in Asia, Latin America, the Mediterranean and South Africa. For financing of priority TEN projects, the EIB has undertaken a special effort to adjust available financing practices and instruments in i.a. financing interest during construction, extended grace periods for loan repayment, provision of longer maturities, fixing interest rates in advance of loan drawdown etc. Furthermore, the European Investment Fund (EIF) which will become operational now, will work with the private sector and with public/private parternerships in helping to allocate and manage risks.
