(23)In order to preserve financial stability, it is important that competent authorities be able to remedy the deterioration of an institution's financial and economic situation before that institution reaches a point at which authorities have no other alternative than to resolve it. To this end, competent authorities should be granted early intervention powers, including the power to replace the management body of an institution with a special manager; this would serve as a means of exerting pressure on the institution in question to take measures to restore its financial soundness and/or to reorganise its business so as to ensure its viability at an early stage. The task of the special manager should be to take all measures necessary and promote solutions in order to redress the financial situation of the institution. The appointment of the special manager should not however derogate from any rights of the shareholders or owners or procedural obligations established under Union or national company law and should respect international obligations of the Union or Member States, relating to investment protection. The earlyintervention powers should include those already specified under Directive 2006/48/EC of the European Parliament and of the Council of 14 June 2006relating to the taking up and pursuit of the business of credit institutionsfor circumstances other than those considered as early intervention as well as other situations considered necessary to restore the financial soundness of an institution.

In particular, competent authorities should appraise the suitability of the proposed acquirer and the financial soundness of the proposed acquisition against all of the following criteria: the reputation of the proposed acquirer; the reputation and experience of any person who will direct the business of the investment firm as a result of the proposed acquisition; the financial soundness of the proposed acquirer; whether the investment firm will be able to comply with the prudential requirements based on this Directive and on other Directives, in particular, on Directives 2002/87/EC of the European Parliament and of the Council and 2013/36/EU; whether there are reasonable grounds to suspect that money laundering or terrorist financing within the meaning of Article 1 of Directive 2005/60/EC of the European Parliament and of the Council is being or has been committed or attempted, or that the proposed acquisition could increase the risk thereof.

In assessing the notification provided for in Article 11(1) and the information referred to in Article 12(2), the competent authorities shall, in order to ensure the sound and prudent management of the investment firm in which an acquisition is proposed, and having regard to the likely influence of the proposed acquirer on the investment firm, appraise the suitability of the proposed acquirer and the financial soundness of the proposed acquisition against all of the following criteria:

Underlines that all Member States have systemic importance; calls for a comprehensive, socially inclusive and cohesive reform package addressing the weaknesses of the financial system; calls for the development of the concept of a European Treasury to strengthen the economic pillar of EMU; calls, moreover, for measures to overcome the current lack of competitiveness through appropriate structural reforms, addressing the objectives of the Europe 2020 strategy and the fundamental causes underlying the public debt crisis wherever necessary; points out that the Member States need to return to sustainable public finances and growth rates, based on sound policies for quality public expenditure and fair and efficient revenue collection;

Reiterates its support for the current policy of capital injections with a view to purchasing Parliament's buildings in periods as short as possible, which has already led to considerable savings for the European taxpayer; considers that reducing the interest burden to a minimum is a financially sound measure; recognises that the increasing pressure on the ceiling for heading 5 ('Administrative expenditure ') of the financial perspective and enlargement-related expenditure over the next few financial years may prevent those savings from being made; insists that any decisions on future building needs must continue be driven by the principles of transparency, legality and sound financial management; maintains that all options of renting, leasing and purchasing shall be properly evaluated in order to ensure that any new building acquired continues to provide value for money to the European taxpayer;
