With a strong renewable energy strategy the EU would be well placed to maintain its leading role in renewable energy research, and would benefit from increased opportunities for renewable energy technology exports.

These include unclear and discouraging authorisation procedures for planning, building and operating systems, differences in standards and certification and incompatible testing regimes for renewable energy technologies.

Stresses the importance of stable and cost-effective renewable support schemes for long-term investment that remain responsive and adaptable in the short term and are tailored to national needs and circumstances, allowing gradual phasing-out of subsidies for mature renewable technologies; welcomes the fact that a number of renewable energy technologies are rapidly becoming cost-competitive with conventional forms of generation; stresses that the energy transition hinges upon the transparency, consistency and continuity of legal, financial and regulatory frameworks with a view to strengthening investor confidence; regrets retroactive changes to renewable support schemes that alter the return on investments already made; calls on the Member States to always announce any renewable support scheme adjustments and consult stakeholders widely well in advance; calls on the Commission to check the compatibility of national support schemes with the European Commission Guidance in order to avoid any unnecessary delay in their implementation and minimise market distortions.

Notes that Europe needs to make efforts in its industrial and R&D capacity to remain in the vanguard when it comes to RES technology; emphasises the need to facilitate a competitive environment for the operations and internationalisation of SMEs and to strive to reduce bureaucratic obstacles in such efforts; stresses that only innovation, based on R&D, can secure Europe’s leading position in RES technology markets; stresses private investors’ need for certainty; calls on the Commission to foster an industrial strategy for energy technologies, including, in particular, renewable energy technologies, to ensure that the EU’s leading position in energy technologies and in particular in the field of renewable energies is maintained;

Points to the need for more research funding for renewable energy technologies; stresses that energy storage technologies are needed to integrate decentralised renewable resources into the distribution network; maintains that funding needs to be allocated under the Horizon 2020 programme to finance the development of renewable energy technologies; calls on the Commission to fully explore, with the European Investment Bank and national public institutions, ways of dedicating funds within the EU’s current and future budgets to the financing of renewable energy projects;

Notes that the targets for 2020 of a minimum of 20% renewable energy in the EU's energy consumption and a 20% improvement in energy efficiency put Europe on a course towards achieving much higher penetrations of renewables and greater deployment of energy-efficient technology in the longer term; considers it vital that the European Strategic Energy Technology Plan take full account of this long-term shift towards the use of renewable energy technology and improved energy performance in all sectors of the economy;

10. Stresses that the next 10-15 years provide an investment window for the Union to encourage a global shift towards renewable energy sources and green technologies; calls on the Commission to promote public-private-partnerships for research and development of renewable energy technologies and for the integration of renewable energies with hydrogen in order to foster energy security and decrease dependence on imported energy sources; stresses the need to create a stable investment environment for renewable energy projects and to foster fair competition in the electricity market, particularly in the developing world, where such technologies will make their greatest contribution; calls on the Commission to work with third countries in order to develop innovative mechanisms to finance small-scale projects, particularly in the developing world;

The aim is to bring to the market improved renewable energy technologies and to integrate renewable energy into networks and supply chains, for example by supporting stakeholders who are committed to establishing "Sustainable Communities" employing a high percentage of renewable energy supplies.
