The Agency should provide assistance to the Union institutions and to the Member States in their dialogue with industry to address security-related problems in hardware and software products, thereby contributing to a collaborative approach to network and information security.

The Agency is also entrusted with enhancing cooperation between those involved in the area of network and information security, providing assistance to the Commission and the Member States in their dialogue with industry to address security-related problems in hardware and software products and contributing to Community efforts to cooperate with third States and, where appropriate, with international organisations to promote a common global approach to network and information security issues, thereby contributing to the development of a culture of network and information security.[10]

A majority of IT stakeholders on the other hand, especially in the software industry and among its users, are of the opinion that a more satisfactory level of interoperability can be achieved using IPR policies which could be perceived to differ from a (F)RAND approach.

In line with the orientations in the communication on “Implementing the Community Lisbon programme: A policy framework to strengthen EU manufacturing – towards a more integrated approach for industrial policy”[15], the Commission will gradually apply this approach to other industry sectors, such as pharmaceuticals, mechanical engineering, information and communication technologies and energy-intensive sectors.
In overeenstemming met de richtsnoeren in haar mededeling "Uitvoering van het communautair Lissabonprogramma: een beleidskader ter versterking van de EU industrie - naar een beter geïntegreerde aanpak van het industriebeleid"[15] zal de Commissie de aanpak geleidelijk ook in andere sectoren van de industrie ontwikkelen, zoals de farmaceutische sector, werktuigbouw, informatie- en communicatietechnologieën en energie-intensieve sectoren.
