To bring the common technical specifications in line with current scientific and technical practices it is necessary to update a number of scientific and technical references.

This assessment should be carried out by the European Food Safety Authority (EFSA) which, in accordance with Article 22(2) of Regulation (EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety (6), is competent to provide scientific advice and scientific and technical support for the Community’s legislation and policies in all fields which have a direct or indirect impact on food and feed safety, and shall provide independent information on all matters within these fields and communicate on risks.

The members of the group shall be appointed by the Commission from specialists who have responded to the call for applications to this end, and who are highly qualified in the different technical and scientific aspects of the fields referred to in Article 2 and together cover the widest possible range of scientific and technical disciplines and, consistent with this criteria, on the basis of a geographical distribution which reflects the diversity of scientific issues and approaches in the Community.

As in the two previous Agreements, Israel is expected to contribute financially to the Sixth FP in proportion to its GDP. It participates in the programme as a partner with the same rights and obligations as EU Member States: the only exception is the Scientific and Technical Research Committee (CREST), in which it is only an observer.

Agrees that scientific and technical advice must be clear, unambiguous and transparent; that it must clearly explain any inherent assumptions such as those regarding management objectives, as well as the scientific uncertainties involved; and that, if alternative options are provided for the basis of management decisions, the ecological risks inherent in each option be provided;

The rapporteur feels that it would be appropriate for the Commission to establish an advisory committee with specific responsibility for aquaculture, to meet the Community's needs for scientific and technical advice in this area.
