The Comission's work should include data on the current effect of off-shore competition on EU industries, the quantity and sectoral composition of jobs that move off-shore, the economic costs of off-shoring (including lost tax revenue and the social expenditure necessary to support workers made redundant), the redeployment of workers and their new wage levels, and the wider effects on communities;

Calls on the Commission to undertake more extensive research on an ongoing basis to better understand the full scope of the off-shoring issue, including adequate programmes for collecting data on jobs that move off-shore, precise analysis of the economic costs of off-shoring (including loss of tax revenue), data on redeployment of workers and on their new wage levels, and analysis of the positive and negative wider effects on communities;

Recognising that the Convention on the Facilitation of Maritime Traffic, 1965, as amended, provides that foreign crew members shall be allowed ashore by the public authorities while the ship on which they arrive is in port, provided that the formalities on arrival of the ship have been fulfilled and the public authorities have no reason to refuse permission to come ashore for reasons of public health, public safety or public order, Contracting Governments, when approving ship and port facility security plans, should pay due cognisance to the fact that ship's personnel live and work on the vessel and need shore leave and access to shore-based seafarer welfare facilities, including medical care.
11. (a) In line with paragraph 57 of the Presidency Conclusions from the Tampere European Council, an instrument should be adopted on measures that should be taken by Member States in respect of off-shore and on-shore financial centres and fiscal paradises operating in their territory, and on a common European Union policy towards financial centres and fiscal paradises lying outside the European Union.

A particular problem is the emergence of those off-shore and on-shore financial centres and "fiscal paradises" that can in effect provide criminals with safe havens and that are used to further criminal ends.
