Calls on the Commission and the Member States to pay particular attention to energy affordability and fuel/energy poverty; believes that a coherent policy framework, including adequate social policy measures, is needed to tackle these issues, and invites the Commission to promote the exchange of best practice in this area and work with the Member States to develop indicators and benchmarks for identifying and comparing current and potential energy poverty; recognises that energy poverty is structurally tackled by energy efficiency measures; notes that energy is an essential service covered by Protocol No 26 on Services of General Interest, appended to the Treaty of Lisbon; stresses that the costs of energy policy should be recovered in the fairest manner possible, with a special emphasis on low-income, vulnerable households, which are most affected by high energy prices; considers that consumer engagement should be promoted; stresses that the upgrading of markets and infrastructure should meet citizens’ needs, and that there should be transparency and accountability for the investments made;

(1) Whereas on the basis of the Protocol on social policy, the Member States, with the exception of the United Kingdom of Great Britain and Northern Ireland, (hereinafter referred to as 'the Member States`), wishing to pursue the course mapped out by the 1989 Social Charter have concluded an Agreement on social policy amongst themselves;
(1) Overwegende dat de Lid-Staten, met uitzondering van het Verenigd Koninkrijk van Groot-Brittannië en Noord-Ierland, hierna "de Lid-Staten" genoemd, geleid door de wens op de in het Sociaal Handvest van 1989 uitgezette weg voort te gaan, op grond van het Protocol betreffende de sociale politiek onderling een Overeenkomst betreffende de sociale politiek hebben gesloten;

- having regard to Articles 2 and 118 of the EC Treaty and to the protocol and agreement on social policy annexed to the EU Treaty, which aim to implement the Social Charter and promote social dialogue,
- gelet op de artikelen 2 en 118 van het EG-Verdrag en het protocol en de overeenkomst betreffende de sociale politiek ter uitvoering van het sociale handvest en ter bevordering van de sociale dialoog welke aan het EU-Verdrag zijn gehecht,

(1) Whereas on the basis of the Protocol on social policy annexed to the Treaty establishing the European Community, the Member States, with the exception of the United Kingdom of Great Britain and Northern Ireland (hereinafter referred to as 'the Member States`), wishing to continue along the path laid down in the 1989 Social Charter, have concluded an agreement on social policy;
(1) Overwegende dat de lidstaten, met uitzondering van het Verenigd Koninkrijk van Groot-Brittannië en Noord-Ierland, hierna "lidstaten" te noemen, geleid door de wens op de in het Sociaal Handvest van 1989 uitgezette weg voort te gaan, op grond van het Protocol nr. 14 betreffende de sociale politiek onderling een overeenkomst betreffende de sociale politiek hebben gesloten;

11. Calls for the Protocol and Agreement on Social Policy and the Charter of Fundamental Social Rights to be integrated into the Treaty and for the European Union to accede to the Council of Europe's Social Charter;
11. dringt erop aan dat het protocol en de overeenkomst over de sociale politiek evenals het Handvest van de Sociale Grondrechten in het Verdrag geïntegreerd worden en dat de Europese Unie toetreedt tot het Sociaal Handvest van de Raad van Europa;

(1) Whereas, on the basis of the Protocol on social policy annexed to the Treaty, the Member States, with the exception of the United Kingdom of Great Britain and Northern Ireland (hereinafter called 'the Member States`), wishing to implement the 1989 Social Charter, have concluded an Agreement on social policy;
(1) Overwegende dat op grond van het aan het Verdrag gehechte Protocol betreffende de sociale politiek, de lidstaten, met uitzondering van het Verenigd Koninkrijk van Groot-Brittannië en Noord-Ierland (hierna de "lidstaten" te noemen), geleid door de wens het Sociaal Handvest van 1989 uit te voeren, een overeenkomst betreffende de sociale politiek hebben gesloten;

Whereas, on the basis of the Protocol on Social Policy annexed to the Treaty establishing the European Community, the Kingdom of Belgium, the Kingdom of Denmark, the Federal Republic of Germany, the Hellenic Republic, the Kingdom of Spain, the French Republic, Ireland, the Italian Republic, the Grand Duchy of Luxembourg, the Kingdom of the Netherlands and the Portuguese Republic (hereinafter referred to as 'the Member States'), desirous of implementing the Social Charter of 1989, have adopted an Agreement on Social Policy;
Overwegende dat op basis van het Protocol betreffende de sociale politiek dat aan het Verdrag tot oprichting van de Europese Gemeenschap is gehecht, het Koninkrijk België, het Koninkrijk Denemarken, de Bondsrepubliek Duitsland, de Helleense Republiek, het Koninkrijk Spanje, de Franse Republiek, Ierland, de Italiaanse Republiek, het Groothertogdom Luxemburg, het Koninkrijk der Nederlanden en de Portugese Republiek, hierna "Lid-Staten" genoemd, het Sociaal Handvest van 1989 ten uitvoer wensen te leggen en hiertoe een Overeenkomst betreffende de sociale politiek hebben vastgesteld;

NOTING that eleven Member States, that is to say the Kingdom of Belgium, the Kingdom of Denmark, the Federal Republic of Germany, the Hellenic Republic, the Kingdom of Spain, the French Republic, Ireland, the Italian Republic, the Grand Duchy of Luxembourg, the Kingdom of the Netherlands and the Portuguese Republic, wish to continue along the path laid down in the 1989 Social Charter; that they have adopted among themselves an Agreement to this end; that this Agreement is annexed to this Protocol; that this Protocol and the said Agreement are without prejudice to the provisions of this Treaty, particularly those relating to social policy which constitute an integral part of the 'acquis communautaire`:
