4. Reiterates that higher education has the potential to promote social inclusion, social advancement and upward social mobility; calls, with respect for the principle of subsidiarity, on Member States, regional and local governments and higher education institutions to strengthen – inter alia through the development of adequate financial support schemes – their efforts to widen equitable access to studies for all, from early childhood to higher education, irrespective of sex, ethnicity, language, religion, disability or social background, and to fight all forms of discrimination, recognising multiculturalism and multilingualism, including sign languages, as fundamental values of the EU that need to be fostered;

Considers that the current trend of the Commission's approach is clearly anti-social, in obvious contradiction with the main social advances of the Lisbon Treaty, penalising wage-earners, encouraging precarious work, generating more inequalities between people and countries and ignoring poverty and social rights; asks therefore the Commission to operate a dramatic shift in policy and pull all its strengths into shaping a new social strategy to guarantee as a minimum well established social rights, national practices of collective wage bargaining and income distribution, but also to promote social rights and social progress for all European citizens; requests a strong commitment especially on the horizontal social clause to be formalised in a legislative text as well as an horizontal anti-discrimination strategy and a review of the conditionalities imposed through ‘bail-outs’ from the perspective of social acquis and this horizontal social clause;

Mobility of labour within the Union must be one of the means by which workers are guaranteed the possibility of improving their living and working conditions and promoting their social advancement, while helping to satisfy the requirements of the economies of the Member States.

It is obvious that the European Union would like to see Tunisia – like every other third state – becoming stronger and more prosperous, while at the same time making progress in those areas where there may be deficits, as is the case, in many instances, where human rights are concerned. It has to be said that international reports, statistics and rankings point to Tunisia enjoying good, and indeed impressive, economic rights and social advances.
