Takes note of the significant differences as regards the source of organs (deceased or living donors) within the EU, the substantial differences between Member States' success in increasing their donor pool, the discrepancies between Member States concerning quality and safety requirements, the different organisational approaches to organ donation and transplantation and the differences in the education and training of medical and paramedical professionals; considers that discrepancies can be partly explained by a combination of economic, structural, administrative, cultural, ethical, religious, historical, social and legal factors, although the critical factor seems to be how the whole process leading to donation and transplantation is organised;
8. merkt de belangrijke verschillen op met betrekking tot de herkomst van organen (overleden of levende donoren) binnen de EU, de grote verschillen in het succes waarmee de lidstaten hun donorbestand weten te vergroten, het onderscheid tussen lidstaten op het vlak van kwaliteits- en veiligheidseisen, de uiteenlopende organisatorische benaderingen van orgaandonatie en -transplantatie en de verschillen in opleiding en scholing van medisch en paramedisch personeel; meent dat het onderscheid deels kan worden verklaard door een combinatie van economische, structurele, administratieve, culturele, ethische, godsdienstige, historische, sociale en wettelijke factoren, hoewel de beslissende factor de organisatie van het hele proces lijkt te zijn dat leidt tot donatie en transplantatie;

The economic, social and professional organizations, the associations and the trade unions represented in the Committee are the sustaining pillars of organized civil society in Europe.

It therefore asks the Commission to ensure that the report on the outcome of the debate is given wide distribution and to encourage further reflection on the subject; EMPHASIZES that the dialogue between the competent authorities in the two areas of recognition must be integrated with the normal activities of existing national structures; INVITES the Member States and the Commission to encourage improved coordination between the national structures concerned with disseminating information in the two areas of recognition, such as the NARIC, the Euro-Info-Centres etc., and to reinforce databases such as ORTELIUS, so as to promote greater transparency of higher education systems; INVITES higher education establishments, professional organizations and other competent authorities to continue discussions so as to ensure that sufficient provision is made in curricula for the needs of the professions at European level; INVITES the Commission: - to encourage representatives of the economic and professional world, the social partners and students to participate in all appropriate "Thematic Networks" set up under SOCRATES, - to examine more specifically among the suggestions put forward in the course of the debate, in cooperation with the Member States, = possibilities for the introduction on a voluntary basis of a European administrative annex to the diploma.
Hiertoe verzoekt hij de Commissie het verslag over de resultaten van het debat in ruime kring te verspreiden en de reflectie over dit onderwerp verder te bevorderen ; WIJST EROP dat de dialoog tussen de bevoegde autoriteiten op de twee gebieden van erkenning moet worden ingebed in de lopende activiteiten van de bestaande nationale structuren ; VERZOEKT de Lid-Staten en de Commissie, een betere coördinatie te bevorderen van de nationale structuren die verantwoordelijk zijn voor de verspreiding van informatie over de twee gebieden van erkenning, zoals NARIC, Europese adviescentra etc., en de databanken, zoals ORTELIUS, uit te breiden, om ertoe bij te dragen dat het hoger onderwijs structureel doorzichtiger wordt ; VERZOEKT de instellingen voor hoger onderwijs, de beroepsorganisaties en andere bevoegde autoriteiten, de dialoog voort te zetten om ervoor te zorgen dat in de studieprogramma's voldoende plaats wordt ingeruimd voor de behoeften van het beroepsleven op Europees niveau ; VERZOEKT de Commissie : - ertoe bij te dragen dat vertegenwoordigers van het economisch en beroepsleven, van de sociale partners en van de studenten deelnemen aan elk passend, in het SOCRATES-programma bedoeld "thematisch netwerk" ; - in het kader van de tijdens het lopende debat geopperde denkbeelden meer in het bijzonder, in samenwerking met de Lid-Staten, na te gaan : = of de invoering, op basis van vrijwilligheid, van een Europees supplement, in de vorm van een administratief bijvoegsel bij het diploma, haalbaar is.

12. Calls on the Commission to take initiatives aimed at revising the public procurement Directives with a view to incorporating criteria which require the awarding body to fulfil the requirements in the areas covered by ILO Conventions 87, 98 (on the right to belong to a professional organization and the right to sign collective agreements), 29, 105 (rejecting forced labour), 111, 100 (promoting equal pay for equal work and rejecting discrimination), 138 (on child labour) and 94 (on social criteria in public procurement contracts) and in other applicable Community legislation or national legislation/collective agreements; calls for such criteria to be worked out in dialogue with the European partners on the labour market;
12. verzoekt de Commissie initiatieven te nemen tot het herzien van de aanbestedingsrichtlijn teneinde in deze richtlijn criteria op te nemen die de aanbestedende dienst verplichten tot het voldoen aan de eisen op de gebieden die worden genoemd in de IAO-Conventies 87, 98 (het recht om zich aan te sluiten bij vakorganisaties en het recht op het sluiten van collectieve overeenkomsten), 29, 105 (verbod op dwangarbeid), 111, 100 (gelijk loon voor gelijke arbeid en verbod op discriminatie), 138 (kinderarbeid) en 94 (sociale criteria bij overheidsaanbestedingen) en de verder van toepassing zijnde communautaire wetgeving, nationale wetgeving of collectieve overeenkomsten na te leven; is van mening dat deze criteria moeten worden vastgesteld door een dialoog met de Europese sociale partners;
