The EU has actively sought to develop cooperation with its neighbours on maritime policy and the ocean economy, including based on the European Neighbourhood Policy, both in its Eastern and Southern dimensions.

In the MEDSEA and BORTEC studies and for the EPN, FRONTEX proposed to set up National Coordination Centres in the eight Member States forming the EU southern maritime borders in the Mediterranean Sea and in the southern Atlantic Ocean[12].

In the last few years, there have been significant advances towards achieving global coverage of the world's oceans by RFMOs with competence to regulate bottom fisheries. This progress has been marked by the establishment of the South-East Atlantic Fisheries Organisation (SEAFO) which is already operational in its area, the adoption of the Southern Indian Ocean Fisheries Agreement (SIOFA), and the on-going process to establish new RFMOs in the southern and northern Pacific.
