4. dringt derhalve bij de hoge vertegenwoordiger/vicevoorzitter en de lidstaten aan op aanzienlijke inspanningen om de synergieën bij een dubbel civiel-militair gebruik van strategische luchtbrugcapaciteiten te onderzoeken; is in dit verband verheugd over de samenwerking tussen het Monitoring and Information Centre (MIC) en de European Union Movement Planning Cell (EUMPC) bij de EU-respons op de ramp in Pakistan; verzoekt de lidstaten de luchtvervoercapaciteit die in het European Air Transport Command (EATC) gebundeld is, aanzienlijk te verhogen en tegelijkertijd te zorgen voor een dubbel gebruik, zowel civiel als militair, van deze capaciteit; juicht in dit verband het voorstel van het Belgisch voorzitterschap toe om een multinationaal helikopterkorps in het kader van het EATC in het leven te roepen dat zowel voor militaire als civiele taken kan worden ingezet;

Emphasises the need for optimal coordination between an EU disaster response and other EU instruments - particularly Common Security and Defence Policy (CSDP) civil or military missions and instruments (i.e. Battlegroups) – which are already on the ground or which could be set up in the aftermath of a disaster; also underlines that EU response could rely as well on available multinational forces, such as the European Air Transport Command in Eindhoven which could for example play a role in coordinating Member States’ strategic transport capabilities;
2. benadrukt dat er behoefte is aan een optimale coördinatie tussen de EU-respons op rampen en andere EU-instrumenten, met name civiele of militaire missies in het kader van het gemeenschappelijk veiligheids- en defensiebeleid (GVDB) (d.w.z. gevechtsgroepen), die reeds ter plaatse zijn of die na een ramp kunnen worden ingezet; onderstreept voorts dat bij de EU-respons ook gebruik kan worden gemaakt van beschikbare multinationale strijdkrachten, zoals het Europees Luchtvervoercommando in Eindhoven, dat een rol zou kunnen spelen bij de coördinatie van de strategische vervoercapaciteiten van de lidstaten;

Encourages further progress in the area of the pooling and sharing of assets as a cost-effective way of increasing capabilities, which is all the more relevant in a time of budgetary austerity; welcomes, in particular, activities to address gaps in strategic airlift capabilities, namely the creation, by a number of Member States, of the European Air Transport Command (EATC), as well as the European Air Transport Fleet initiative; encourages the Vice-President/High Representative and the Member States to follow the European Defence Agency's recommendations and to speed up work to identify other areas in which to apply the pooling and sharing principles, including in the field of training or mission support; welcomes in this regard proposals to establish a multinational helicopter wing modelled on the EATC to be used for both civilian and military tasks;
