Considers culture- and creativity-based projects capable not only of improving the structural conditions of less developed regions, thus contributing to territorial cohesion in the EU and the structural conditions of lagging regions, but also of directly sustaining competitiveness and employment creation in all regions by offering a huge potential for new growth and jobs through innovation, especially for SMEs; hence calls on the Commission, Member States, regions and local authorities to use, and make the most of, existing EU support programmes such as the Cohesion and Structural Policy, rural development within the Common Agricultural Policy, the Research Framework Programme, CIP, etc, as well as establishing new projects fostering cultural diversity and creativity (including those involving regional languages and cultures), competitiveness and innovation; invites the Commission and Member States to use existing technical assistance mechanisms to promote knowledge at regional and local level on implementation-related problems;
3. is van mening dat projecten in verband met cultuur en creativiteit niet alleen de structurele situatie van minder ontwikkelde regio's kunnen verbeteren en op die manier bijdragen aan de territoriale cohesie in de EU en een betere structurele situatie van achterstandsregio's, maar ook het concurrentievermogen en de werkgelegenheid in alle regio's rechtstreeks kunnen ondersteunen door op grote schaal kansen te bieden voor nieuwe groei en werkgelegenheid via innovatie, met name voor het MKB; verzoekt derhalve de Commissie, de lidstaten, de regio's en de plaatselijke autoriteiten zo veel en zo optimaal mogelijk gebruik te maken van de bestaande steunprogramma's van de EU, zoals het cohesie- en het structuurbeleid, de plattelandsontwikkeling in het kader van het gemeenschappelijk landbouwbeleid, het kaderprogramma voor onderzoek, het PCI, enz., alsook nieuwe projecten op gang te brengen om culturele diversiteit en creativiteit (onder meer voor de regionale talen en culturen), concurrentievermogen en innovatie te bevorderen; verzoekt Commissie en lidstaten de bestaande mechanismen voor technische bijstand in te zetten ter bevordering van het inzicht op regionaal en plaatselijk niveau in problemen in verband met tenuitvoerlegging;

Pursuant to Article 160 of the Treaty and Regulation (EC) No 1083/2006, the ERDF shall contribute to the financing of assistance which aims to reinforce economic and social cohesion by redressing the main regional imbalances through support for the development and structural adjustment of regional economies, including the conversion of declining industrial regions and regions lagging behind, and support for cross-border, transnational and interregional cooperation.

In the current programming period 2000-2006, the Structural Funds provide a large amount of financial support for island, rural and geographically remote regions where development is lagging behind, less favoured regions or regions in decline, under Objectives 1 and 2 of the Structural Funds.
In de huidige programmeringsperiode 2000-2006 wordt via de Structuurfondsen een breed scala aan financiële steunvormen verleend aan de insulaire, rurale- en geografisch geïsoleerde regio's, die erkend zijn als zijnde gebieden met een ontwikkelingsachterstand, kansarme gebieden of herstructureringsgebieden, uit hoofde van de doelstellingen 1 en 2 van de Structuurfondsen.

Article 160 of the Treaty establishing the European Community stipulates that the European Regional Development Fund contributes to correcting the main regional imbalances existing within the Community, by participating in the development and the structural improvement of regions lagging behind in development, as well as in the restructuring of industrial regions in decline.

Not only have we failed to achieve the main purpose of the Structural Funds, i.e. to help reduce regional disparities and achieve economic and social cohesion; in numerous cases, the situation has worsened and the gulf between the regions lagging behind and the developed areas has widened both in rural areas, especially island and mountain regions, and also in urban areas, which are plagued by mass and long-term unemployment, poverty, and a scarcity, or in many cases, a total lack of basic infrastructures.
De structuurfondsen zijn in het leven geroepen omdat men de regionale ongelijkheden wilde wegwerken en economische en sociale samenhang wilde bewerkstelligen.
