Since the objective of this Regulation, namely the establishment of satellite navigation systems, cannot be sufficiently achieved by the Member States since it exceeds the financial and technical capacities of any single Member State, and can therefore be better achieved by action at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Aangezien de doelstelling van deze verordening, namelijk de invoering van systemen voor navigatie per satelliet, niet voldoende door de lidstaten kan worden verwezenlijkt, omdat zij de financiële en technische mogelijkheden van één lidstaat te boven gaat, en derhalve beter op het niveau van de Gemeenschap kan worden uitgevoerd, kan de Gemeenschap overeenkomstig het subsidiariteitsbeginsel van artikel 5 van het Verdrag maatregelen nemen.

2. The provisions of this Directive shall not prevent Member States from adopting, in compliance with the Treaty, provisions concerning navigation on certain waters for the purpose of protection of the environment, the fabric of waterways, and ensuring safety of waterways, providing that this does not require modification to craft conforming to this Directive.
2. Deze richtlijn staat er niet aan in de weg dat de Lid-Staten, met inachtneming van het Verdrag, bepalingen vaststellen betreffende de vaart op bepaalde wateren met het oog op bescherming van het milieu en van het net van waterwegen en ter bevordering van de veiligheid op die waterwegen, mits deze bepalingen geen wijzigingen vereisen in de vaartuigen die aan de eisen van deze richtlijn voldoen.
