De Commissie ziet de totstandbrenging van gezamenlijke politiebureaus of politie- en douanesamenwerkingscentra in alle interne grensregio's van de Unie, inclusief de kandidaat-lidstaten, als doeltreffend instrument om een aantal belangrijke doelstellingen tegelijk te verwezenlijken: terugdringing van de criminaliteit; vergroting van de zichtbaarheid bij het publiek; opbouwen van wederzijds vertrouwen tussen de diverse diensten van de betrokken lidstaten; en ten slotte de totstandbrenging van doeltreffende samenwerking tussen politie, douane en gerechtelijke autoriteiten waar deze drie diensten in dergelijke centra samenwerken.
