5. In order to increase effectiveness and efficiency in the delivery of assistance and to prevent double funding, the Commission, in liaison with the Member States, shall take the necessary steps to ensure better coordination and complementarity with multilateral and regional organisations and entities, such as international financial institutions, United Nations agencies, funds and programmes, and non-Union donors.
5. 4. The Union, in liaison with the Member States, shall take the necessary steps, including consultations at an early stage of the programming process, to ensure complementarity, proper coordination and cooperation with multilateral and regional organisations and entities, including European financial institutions, international financial institutions, United Nations agencies, funds and programmes, private and political foundations and non-Union donors.
4. De Unie onderneemt, in samenwerking met de lidstaten, de nodige stappen, zoals het plegen van overleg in een vroeg stadium van het programmeringsproces, teneinde te zorgen voor complementariteit en een goede coördinatie en samenwerking met multilaterale en regionale organisaties en entiteiten, waaronder Europese financiële instellingen, internationale financiële instellingen, agentschappen, fondsen en programma's van de Verenigde Naties, particuliere en politieke stichtingen en donoren van buiten de Unie.

13. Underlines the need for better coordination of the activities carried out under the different external financial instruments, and for full exploration of the complementarity between geographical and thematic instruments; considers that, in order to be more effective in this field, all such efforts must also be accompanied by enhanced coordination among EU donors; and shares the view that the Commission should explore the possibility of supporting United Nations Democracy Fund projects aimed at consolidating the activities of local civil society organisations and promoting human rights;

Requests the UN Secretary-General, to ensure that all relevant organisations and bodies of the UN systems, in particular the United Nations Children's Fund, the United Nations Population Fund, the World Health Organization, the United Nations Educational, Scientific and Cultural Organization, the United Nations Development Fund for Women, the United Nations Development Programme and the Office of the United Nations High Commissioner for Human Rights, individually and collectively, take into account the protection and promotion of the rights of girls against female genital mutilation in their country programmes, as appropriate, and in accordance with national priorities, in order to further strengthen their efforts in this regard;

Notes the recent decision of the Executive Board of the United Nations Development Programme (UNDP), the United Nations Population Fund (UNFPA) and the United Nations Office for Project Services (UNOPS), adopted at its 2011 annual sessions (6 to 17 June 2011), to grant intergovernmental donor organisations such as the institutions of the European Union similar rights to access internal audit reports as are granted to UN Member States; believes, however, that further progress is needed in order to improve reporting on the use of EU funds by providing information about results rather than actions; urges the Commission, furthermore, to invite other UN agencies to adopt the same policy as UNDP, UNFPA and UNOPS; notes with satisfaction that the United Nations Children's Fund (UNICEF) has taken a decision to follow suit;
20. neemt kennis van het recente besluit van de Raad van beheer van het Ontwikkelingsprogramma van de VN (UNDP), het Bevolkingsfonds van de Verenigde Naties (UNFPA) en het Bureau voor projectdiensten van de Verenigde Naties (UNOPS), in 2011 tijdens zijn jaarlijkse zitting goedgekeurd (6 t/m 17 juni 2011), om aan intergouvernementele donororganisaties, zoals de instellingen van de Europese Unie, soortgelijke rechten inzake toegang tot interne auditrapporten te verlenen als die welke aan de lidstaten van de VN worden verleend; is echter van oordeel dat verdere vooruitgang moet worden geboekt om de rapportering over het gebruik van EU-middelen te verbeteren door informatie over de resultaten en niet zozeer over de acties te verschaffen; dringt er voorts bij de Commissie op aan andere VN-agentschappen te verzoeken hetzelfde beleid te hanteren als UNDP, UNFPA en UNOPS; stelt met tevredenheid vast dat het Kinderfonds van de Verenigde Naties (UNICEF) zich hierbij heeft aangesloten;
