Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). IN-CONTEXT TRANSLATIONS

I. whereas, although the same worrying drinking patterns are being seen among young people in the different Member States, drinking patterns and traditions vary between different parts of the European Union, a fact which should be taken into account when formulating a European approach to alcohol-related problems, to enable each Member State to tailor its response to the problems and the nature of the alcohol-related harm involved; whereas a single, uniform alcohol policy for all Member States would not be possible, whereas there are still a number of alcohol policy issues which cross borders and make the implementation of national alcohol policy increasingly difficult for individual Member States; whereas there is therefore a need for concerted action at EU level; whereas the Commission should urge Member States to pursue an effective and ambitious policy of combating hazardous and harmful alcohol consumption, and should give the Member States as much support as possible in doing so,

Points out that Member States are currently able to introduce obligatory health warnings for alcoholic beverages; recalls that front of pack labels may include the warnings that alcohol can cause serious health and mental health problems, that alcohol is addictive and that alcohol consumption during pregnancy may be harmful to the foetus; notes that the existence of different national labelling requirements has clear implications for the EU internal market; urges the Commission to initiate a comparative study on impact and effectiveness of various information and communication means, including labelling and advertising, applied in Member States with a view to reducing hazardous and harmful alcohol consumption, and to publish the results before 31 December 2009;

Points out that enforcing compliance with existing road traffic rules would dramatically improve road safety as most accidents are the result of the non-respect of traffic rules; especially emphasises the importance of compliance with speed, blood alcohol limits, medicine and drug intake as well as with rules on the use of seat belts and helmets noting that these, primarily fall within the competence of the Member States but are in urgent need of coordination and dissemination of best practice; especially welcomes the Recommendation of the European Commission of 17 January 2001 of a maximum alcohol level of 0.5 mg/ml and urges all Member States to adopt this maximum limit; urges Member States to implement swiftly the Commission's Recommendation of 6 April 2004 on enforcement ; calls on the Commission to monitor the implementation of the Recommendation and, as necessary, to lend support to Member States which do not succeed in implementing the Recommendation; calls on the Commission to report, in its mid-term review of the Action Programme, on the level of implementation; calls on the Commission, on the basis of this evaluation, to propose the necessary legislative measures of a binding nature in the area of maximum alcohol levels (in line with the European Parliament recommendation of 0.5 mg/ml for adults and 0.2mg/ml for novice drivers) and the use of safety-belts;

The "designated driver" campaigns urge people taking part in festivities such as New Year parties to designate one of their number to refrain from drinking alcohol and drive their friends home safely.

Self-regulation of advertising for alcoholic beverages is working in a number of Member States and Council Recommendation 2001/458/EC on the drinking of alcohol by young people urges producers and retailers to enforce self-regulatory controls over, and to agree on standards for, all forms of promotion, marketing and retailing of alcoholic beverages.
