Takes the view that, at the present juncture, the guidelines should no longer be assessed only in respect of their content, but, rather, in respect of their usability as an evaluation tool for the Commission in negotiations on programmes; stresses, in this connection, compliance with horizontal Community policies and points out that the process of authorising programmes must be taken forward efficiently and promptly, paying due regard to the involvement of local associations of the private sector in the planning and implementation process, and ensuring that guidance is issued on exit strategies at the end of the programme period;
10. is van mening dat de richtsnoeren op dit moment niet meer alleen beoordeeld moeten worden op hun inhoudelijke structuur, maar ook op hun bruikbaarheid als beoordelingsinstrument voor de Commissie bij de onderhandelingen over de programma's; benadrukt hier dat horizontaal communautair beleid moet worden gehandhaafd en dat de programma's efficiënt en snel moeten worden goedgekeurd, waarbij ervoor wordt gezorgd dat plaatselijke verenigingen in de particuliere sector worden ingeschakeld in de plannings- en de implementatiefase en dat advies wordt verstrekt over beëindigingsstrategieën op het eind van de programmeringsperiode;
