Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). 7. Article 100(2)(c) is replaced by the following: "(c) In the case of alcohol awarded for a new industrial use and under public sales for the use of bio-ethanol in the motor-fuel sector in the Community which must be rectified prior to utilisation for the end use specified, the alcohol removed shall be deemed to have been used entirely for the purpose specified where at least 90 % of the total quantities of alcohol removed under an invitation to tender or a public sale is used for that purpose; the successful tenderer or the approved firm that has agreed to purchase the alcohol shall inform the Commission and the intervention agency of the quantity, destination and use of the products which have undergone rectification.
7. Artikel 100, lid 2, onder c), wordt vervangen door: "c) Voor alcohol die wordt toegewezen voor een nieuw industrieel gebruik en in het kader van de openbare verkopen met het oog op het gebruik van bio-ethanol in de sector motorbrandstoffen in de Gemeenschap, en die vóór het eindgebruik moet worden gerectificeerd, wordt de afgehaalde alcohol geacht volledig voor de voorgeschreven doeleinden te zijn gebruikt wanneer ten minste 90 % van de in het kader van een inschrijving of een openbare verkoop afgehaalde hoeveelheden alcohol voor deze doeleinden zijn gebruikt; de koper of de erkende onderneming die de alcohol wil aankopen deelt de Commissie en het interventiebureau de hoeveelheid, de bestemming en het gebruik van de afgeleide producten van de rectificatie mee.

C. Conservation and sustainable use of agricultural biological diversity (item 9) Because of the interactions between sustainable agriculture and rural development (SARD), integrated land-use planing as mentioned in Agenda 21 and the conservation and sustainable use of biodiversity, the Council considers that the conservation and sustainable use of agro-biodiversity, in line with Recommendation II/7 of SBSTTA, should be based on the combination of two coherent strategies: The first strategy concerns the interrelationships between agriculture and biological diversity in agro-ecosystems and should: - aim at the maintenance and further development of farming in order to optimize its positive impact on the conservation and sustainable use of biological diversity, - aim at the minimization of negative environmental impacts of agriculture, with a special focus on the impacts on biological diversity, - take into consideration the role of low-intensive agricultural systems for wildlife habitats.
C. Behoud en duurzaam gebruik van biologische diversiteit in de landbouw (punt 9) Vanwege de wisselwerking tussen duurzame landbouw en plattelandsontwikkeling (SARD), de geïntegreerde ruimtelijke ordening als genoemd in Agenda 21 en het behoud en duurzame gebruik van biodiversiteit, is de Raad van oordeel dat het behoud en het duurzame gebruik van de agro- biodiversiteit overeenkomstig aanbeveling II/7 van het Hulporgaan gebaseerd moet zijn op de combinatie van twee samenhangende strategieën : De eerste strategie heeft betrekking op de relatie tussen landbouw en biologische diversiteit in agro-ecosystemen en dient : - gericht te zijn op handhaving en verdere ontwikkeling van landbouw en veeteelt om de positieve effecten daarvan op het behoud en duurzaam gebruik van de biologische diversiteit zo groot mogelijk te maken, - gericht te zijn op maximale beperking van de negatieve milieueffecten van de landbouw, met speciale aandacht voor de effecten op de biologische diversiteit, - de rol in aanmerking te nemen die niet-intensieve landbouwsystemen spelen ten aanzien van de habitats voor wilde dieren en planten.
